Removes two unused AnalysisConfig options (#35645)

* ML: Removing result_finalization_window && overlapping_buckets

* Reverting bad method deletions

* Setting to current before backport to try and get a green build

* fixing testBuildAutodetectCommand test

* disabling bwc tests for backport
