[ML] simple log throttler for autodetect logging (elastic/x-pack-elasticsearch#1323)
Adds a simple log throttler for autodetect logging, summarizes log messages if they repeat often in a short time period. Throttler gets disabled for debug logging. relates to: https://github.com/elastic/machine-learning-cpp/issues/111 Original commit: elastic/x-pack-elasticsearch@6729b1fd7c
