[ML] Make open job and start datafeed apis master node actions and
let close job and stop datafeed apis redirect to elected master node. This is for cluster state observation purposes, so that a subsequent open and then close job or start and then stop datafeed see the same local cluster state and sanity validation doesn't fail.
