Plugin Manager: add silent mode.

Now with have proper exit codes for elasticsearch plugin manager (see #3463), we can add a silent mode to plugin manager.

```sh
bin/plugin --install karmi/elasticsearch-paramedic --silent
```

Closes #3628.
