[ML][TEST] Fix bucket count assertion in ModelPlotsIT (#30717)
As the first record is random, there's a chance it will
be aligned on a bucket start. Thus we need to check the
bucket count is in [23, 24].

[ML][TEST] Make AutodetectMemoryLimitIT less fragile (#30716)
These tests aim to check the set model memory limit is
respected. Additionally, it was asserting counts of
partition, by, over fields in an attempt to check that
the used memory is spent meaningfully. However, this
made the tests fragile, as changes in the ml-cpp could
lead to CI failures.

This commit removes those assertions. We are working on
adding tests in ml-cpp that will compensate.

Hendrik Muhs 6c313a9871 This implementation lazily (on 1st forecast request) checks for available
diskspace and creates a subfolder for storing data outside of Lucene
indexes, but as part of the ES data paths.

Details:
 - tmp storage is managed and does not allow allocation if disk space is
below a threshold (5GB at the moment)
 - tmp storage is supposed to be managed by the native component but in
case this fails cleanup is provided:
    - on job close
    - on process crash
    - after node crash, on restart
 - available space is re-checked for every forecast call (the native
component has to check again before writing)

Note: The 1st path that has enough space is chosen on job open (job
close/reopen triggers a new search)

add move-to-step endpoint for lifecycles (#30636)
This change introduces a new rest endpoint for lifecycles that
allows users to explicitely jump to earlier or later steps in the
policy's execution. This is useful for re-running tasks that may
be stuck, or were incorrectly configured.

Endpoint can be found in this format:

POST _xpack/index_lifecycle/_move/<index_name>
{
  current_step: ...
  next_step: ...
}

This operates on a per-index basis and does not resolve the param to
multiple indices.

The action is validated so that the index's state is only modified if
all of the following are true:

- <index_name> has an existing policy associated with it
- current_step is the actual step the index is currently on (for sanity)
- next_step is a valid step within the policy-step-registry

* respond to reviewer

[ML] Clean left behind model state docs (#30659)
It is possible for state documents to be
left behind in the state index. This may be
because of bugs or uncontrollable scenarios.
In any case, those documents may take up quite
some disk space when they add up. This commit
adds a step in the expired data deletion that
is part of the daily maintenance service. The
new step searches for state documents that
do not belong to any of the current jobs and
deletes them.

This PR introduces a `qa` module within the index-lifecycle project.

the idea is to have both complex policies tested, as well as
policies with isolated/singular actions. So far, only tests with policies
containing one action are implemented.

Following Actions have implemented tests in this commit

- AllocateAction
- DeleteAction
- ForceMergeAction
- ReadOnlyAction
- ReplicasAction

tests to be added later

- RolloverAction
- ShrinkAction

Watcher: Fix watch history template for dynamic slack attachments (#30172)
The part of the history template responsible for slack attachments had a
dynamic mapping configured which could lead to problems, when a string

This commit fixes the template by setting this field always to text.
This also requires a change in the template numbering to be sure this
will be applied properly when starting watcher.

[CCR] Fixed follow and unfollow api url path according to design.
The TODOs in the rest actions was incorrect. The problem was that
these rest actions used `follow_index` as first named variable in the path
under which the rest actions were registered. Other candidate rest actions that
also have a named variable as first element in the path (but with a different
name) get resolved as rest parameters too and passed down to the rest
action that actually ends up getting executed.

In the case of the follow index api, a `index` parameter got passed down
to `RestFollowExistingAction`, but that param was never used. This caused the
follow index api call to fail, because of unused http parameters.

This change doesn't fixes that problem, but works around it by using
`index` as named variable for the follow index (instead of `follow_index`).

[CCR] Make cross cluster replication work with security (#30239)
If security is enabled today with ccr then the follow index api will
fail with the fact that system user does not have privileges to use
the shard changes api. The reason that system user is used is because
the persistent tasks that keep the shards in sync runs in the background
and the user that invokes the follow index api only start those background
processes.

I think it is better that the system user isn't used by the persistent
tasks that keep shards in sync, but rather runs as the same user that
invoked the follow index api and use the permissions that that user has.
This is what this PR does, and this is done by keeping track of
security headers inside the persistent task (similar to how rollup does this).

This PR also adds a cluster ccr priviledge that allows a user to follow
or unfollow an index. Finally if a user that wants to follow an index,
it needs to have read and monitor privileges on the leader index and
monitor and write privileges on the follow index.

Replace custom reloadable Key/TrustManager (#30509)
Make SSLContext reloadable

This commit replaces all customKeyManagers and TrustManagers
(ReloadableKeyManager,ReloadableTrustManager,
EmptyKeyManager, EmptyTrustManager) with instances of
X509ExtendedKeyManager and X509ExtendedTrustManager.
This change was triggered by the effort to allow Elasticsearch to
run in a FIPS-140 environment. In JVMs running in FIPS approved
mode, only SunJSSE TrustManagers and KeyManagers can be used.
Reloadability is now ensured by a volatile instance of SSLContext
in SSLContectHolder.
SSLConfigurationReloaderTests use the reloadable SSLContext to
initialize HTTP Clients and Servers and use these for testing the
key material and trust relations.

Fix issue with finishing handshake in ssl driver (#30580)
This is fixing an issue that has come up in some builds. In some
scenarios I see an assertion failure that we are trying to move to
application mode when we are not in handshake mode. What I think is
happening is that we are in handshake mode and have received the
completed handshake message AND an application message. While reading in
handshake mode we switch to application mode. However, there is still
data to be consumed so we attempt to continue to read in handshake mode.
This leads to us attempting to move to application mode again throwing
an assertion.

This commit fixes this by immediatly exiting the handshake mode read
method if we are not longer in handshake mode. Additionally if we swap
modes during a read we attempt to read with the new mode to see if there
is data that needs to be handled.

Default to one shard (#30539)
This commit changes the default out-of-the-box configuration for the
number of shards from five to one. We think this will help address a
common problem of oversharding. For users with time-based indices that
need a different default, this can be managed with index templates. For
users with non-time-based indices that find they need to re-shard with
the split API in place they no longer need to resort only to
reindexing.

Since this has the impact of changing the default number of shards used
in REST tests, we want to ensure that we still have coverage for issues
that could arise from multiple shards. As such, we randomize (rarely)
the default number of shards in REST tests to two. This is managed via a
global index template. However, some tests check the templates that are
in the cluster state during the test. Since this template is randomly
there, we need a way for tests to skip adding the template used to set
the number of shards to two. For this we add the default_shards feature
skip. To avoid having to write our docs in a complicated way because
sometimes they might be behind one shard, and sometimes they might be
behind two shards we apply the default_shards feature skip to all docs
tests. That is, these tests will always run with the default number of
shards (one).

* Adds step information for AsyncWaitSteps

The Listener for AsyncWaitStep now takes a ToXContentObject which
represents information about the status of the condition if it has not
completed. This object is then serialised to a JSON string and stored
in the `index.lifecycle.step_info` index setting. This information is
only stored if the step is not complete. If the step is complete the
step info is ignored sice we will move straight to the next step where
the info is no longer relevant.

Changes for the `ClusterStateWaitStep` will be very similar but will be
made in a following commit after this approach has been agreed. I do
not intend to have information for `AsyncActionStep` to have the
ability to set step info since actions should either be done or not
done and if they error they should transition to the ERROR step.

* Clear step info when transitioning to next step

Build: Add mavenPlugin cluster configuration method (#30541)
This commit adds the ability to specify a plugin from maven for a
test cluster to use. Currently, only local projects may be used as
plugins, except when testing bwc, where the coordinates of the project
are used. However, that assumes all projects always keep the same
coordinates, or are even still plugins, which is no longer the case for
x-pack. The full cluster and rolling restart tests are changed to use
this new method when pulling x-pack versions before 6.3.0.

Security: cleanup code in file stores (#30348)
This commit cleans up some code in the FileUserPasswdStore and the
FileUserRolesStore classes. The maps used in these classes are volatile
so we need to make sure that we don't perform multiple operations with
the map unless we are sure we are using a reference to the same map.

The maps are also never null, but there were a few null checks in the
code that were not needed. These checks have been removed.

Security: fix TokenMetaData equals and hashcode (#30347)
The TokenMetaData equals method compared byte arrays using `.equals` on
the arrays themselves, which is the equivalent of an `==` check. This
means that a seperate byte[] with the same contents would not be
considered equivalent to the existing one, even though it should be.

The method has been updated to use `Array#equals` and similarly the
hashcode method has been updated to call `Arrays#hashCode` instead of
calling hashcode on the array itself.

Watcher: Increase HttpClient parallel sent requests (#30130)
The HTTPClient used in watcher is based on the apache http client. The
current client is using a lot of defaults - which are not always
optimal. Two of those defaults are the maximum number of total
connections and the maximum number of connections to a single route.

If one of those limits is reached, the HTTPClient waits for a connection
to be finished thus acting in a blocking fashion. In order to prevent
this when many requests are being executed, we increase the limit of
total connections as well as the connections per route (a route is
basically an endpoint, which also contains proxy information, not
containing an URL, just hosts).

On top of that an additional option has been set to evict
long running connections, which can potentially be reused after some
time. As this requires an additional background thread, this required
some changes to ensure that the httpclient is closed properly. Also the
timeout for this can be configured.

When validating the search request, we make sure any date_histogram
aggregations have timezones that match the jobs. But we didn't
do any such validation on range queries.

While it wouldn't produce incorrect results, it would be confusing
to the user as no documents would match the aggregation (because we
add a filter clause on the timezone for the agg).

Now the user gets an exception up front, and some helpful text about
why the range query didnt match, and which timezones are acceptable

Watcher: Ensure trigger service pauses execution (#30363)
When the watcher service pauses execution due to a cluster state update,
the trigger service and its engines also need to pause properly instead
of keeping going. This is also important when the .watches index is
deleted, so that watches don't stay in a triggered mode.

Security: reduce garbage during index resolution (#30180)
The IndexAndAliasesResolver resolves the indices and aliases for each
request and also handles local and remote indices. The current
implementation uses the ResolvedIndices class to hold the resolved
indices and aliases. While evaluating the indices and aliases against
the user's permissions, the final value for ResolvedIndices is
constructed. Prior to this change, this was done by creating a
ResolvedIndices for the first set of indices and for each additional
addition, a new ResolvedIndices object is created and merged with
the existing one. With a small number of indices and aliases this does
not pose a large problem; however as the number of indices/aliases
grows more list allocations and array copies are needed resulting in a
large amount of garbage and severely impacted performance.

This change introduces a builder for ResolvedIndices that appends to
mutable lists until the final value has been constructed, which will
ultimately reduce the amount of garbage generated by this code.

Test: use trial license in qa tests with security
QA tests that use security need to use a trial license instead of a
basic license. Basic licenses do not enable security so these tests are
not running in the expected configuration. This can also lead to issues
that seem completely unrelated such as authentication failures right
after cluster formation.

The authentication failure right after cluster formation happens since
a request makes it past the authentication license checks and the
request starts the authentication process. During authentication the
cluster forms and the license is updated to a basic license, which
disables all realms. The request that is being authenticated then tries
to iterate over the realms, but the realms are empty and the request
cannot be authenticated. This results in a authentication failure even
though the credentials provided are correct.

SQL: Fix bug caused by empty composites (#30343)
When dealing with filtering, a composite aggregation might return empty
buckets (which have been filtered) which gets sent as is to the client.
Unfortunately this interprets the response as no more data instead of
retrying.

This now has changed and the listener keeps retrying until either the
query has ended or data passes the filter.

[ML] Account for gaps in data counts after job is reopened (#30294)
This commit fixes an issue with the data diagnostics were
empty buckets are not reported even though they should. Once
a job is reopened, the diagnostics do not get initialized from
the current data counts (especially the latest record timestamp).
The result is that if the data that is sent have a time gap compared
to the previous ones, that gap is not accounted for in the empty bucket
count.

This commit fixes that by initializing the diagnostics with the current
data counts.

Throws ElasticsearchException from cluster state tasks if something
really bad happens

If the `onFailure()` method is called on the cluster state task then
something bad happened that we can't really deal with so this change
throws an ElasticsearchException in that case and the step will be
re-executed when the policy is next triggered. If we can't submit a
cluster state task then we can't move to the error state so there isn't
really anything else we can do here. If the cluster state task fails
like this there are probably bigger issues witht he cluster anyway.

Adds infrastructure for dealing with errors in step execution (#30341)
* Adds infrastructure for dealing with errors in step execution

This change adds a new ErrorStep which a step can move to if it
encounters an error it cannot automatically recover from by retrying on
the next execution. The error step is special in that it cannot
complete. The intention is that the user will need to call an API to man
ually mocve the step in order to progress the index's lifecycle. The
error step retains the phase and action names of the step before it but
with the step name set to `ERROR`. For this reason no ordinary step can
have this name. `AbstractStepTestCase.testStepNameNotError()` ensures
that no step uses `ERROR` as the step name for either its stepKey or
its nextStepKey.

The new `index.lifecycle.failed_step` setting is used
to store the name of the failed step so the user can know in which step
the error occured. More error information will be added shortly.

The async steps will now move to the error step if listener.onFailure()
is called.

Watcher: Make start/stop cycle more predictable and synchronous (#30118)
The current implementation starts/stops watcher using an executor. This
can result in our of order operations.

This commit reduces those executor calls to an absolute minimum in order
to be able to do state changes within the cluster state listener method,
which runs in sequence.

When a state change occurs that forces the watcher service to pause
(like no watcher index, no master node, no local shards), the service is
now in a paused state.

Pausing is a super lightweight operation, which marks the
ExecutionService as paused and waits for the currently executing watches
to finish in the background via an executor. The same applies for
stopping, the potentially long running operation is outsourced in to an
executor, as waiting for executed watches is decoupled from the current
state.

The only other long running operation is starting, where watches need to
be loaded. This is also done via an executor, but has an additional
protection by checking the cluster state version it was started with. If
another cluster state version was trying to load the watches, then this
loading will not take effect.

This PR also cleans up some unused states, like the a simple boolean in
the HistoryStore/TriggeredWatchStore marking it as started or stopped,
as this can now be caught in the execution service.

Another advantage of this approach is the fact, that now only triggered
watches are not getting executed, while watches that are run via the
Execute Watch API will still be executed regardless if watcher is
stopped or not.

Lastly the TickerScheduleTriggerEngine thread now only starts on data nodes.

This commit removes the http.enabled setting. I think I *could* have implemented this with a `CliCommand` that throws

* Adds single node allocation to shrink

This change adds two new steps as the first steps of the shrink action:

1. A `SetSingleNodeAllocateStep` which:
    1. Determines which of the active nodes match the existing index
allocation rules
    2. Randomly (using Randomness so its deterministic for testing)
picks one of the matching nodes
    3. Updates the index settings to add a require allocation rule for
the node that was picked (using the
`index.routing.allocation.require._name` setting)
2. An `AllocationRoutedStep` which ensures that at least one copy of
each shard is allocated according to the new allocation rules

Note that this change also modifies the `AllocationRoutedStep` to add a
boolean field which determines whether the allocation is complete when
at least one copy of each shard matches the allocation rulees or if it
needs to wait for all shard copies to be allocated according to the
rules.

Lastly, a `randomStepKey()` method is added to `AbstractStepTestCase`
for convenience.

Bulk operation fail to replicate operations when a mapping update times out (#30244)
Starting with the refactoring in https://github.com/elastic/elasticsearch/pull/22778 (released in 5.3) we may fail to properly replicate operation when a mapping update on master fails. If a bulk
operations needs a mapping update half way, it will send a request to the master before continuing
to index the operations. If that request times out or isn't acked (i.e., even one node in the cluster
didn't process it within 30s), we end up throwing the exception and aborting the entire bulk. This is
a problem because all operations that were processed so far are not replicated any more to the
replicas. Although these operations were never "acked" to the user (we threw an error) it cause the
local checkpoint on the replicas to lag (on 6.x) and the primary and replica to diverge.

This PR does a couple of things:
1) Most importantly, treat *any* mapping update failure as a document level failure, meaning only
the relevant indexing operation will fail.
2) Removes the mapping update callbacks from `IndexShard.applyIndexOperationOnPrimary` and
similar methods for simpler execution. We don't use exceptions any more when a mapping
    update was successful.

I think we need to do more work here (the fact that a single slow node can prevent those mappings
updates from being acked and thus fail operations is bad), but I want to keep this as small as I can
(it is already too big).

Currently, the only way to get the REST response for the `/_cluster/state`
call to return the `cluster_uuid` is to request the `metadata` metrics,
which is one of the most expensive response structures. However, external
monitoring agents will likely want the `cluster_uuid` to correlate the
response with other API responses whether or not they want cluster
metadata.

Move repository-s3 fixture tests to QA test project (#29372)
This commit moves the repository-s3 fixture test added in #29296 in a
new `repository-s3/qa/amazon-s3` project. This new project allows the
REST integration tests to be executed using the real S3 service when
all the required environment variables are provided. When no env var
is provided, then the tests are executed using the fixture added
in #29296.

The REST tests located at the `repository-s3`plugin project now only
verify that the plugin is correctly loaded.

The REST tests have been adapted to allow a bucket name and a base
path to be specified as env vars. This way it is possible to run the tests
with different base paths (could be anything, like a CI job name or a
branch name) without multiplicating buckets.

Require acknowledgement to start_trial license (#30135)
This is related to #30134. It modifies the start_trial action to require
an acknowledgement parameter in the rest request to actually start the
trial license. There are backwards compatibility issues as prior ES
versions did not support this parameter. To handle this, it is assumed
that a request coming from a node prior to 6.3 is acknowledged. And
attempts to write a non-acknowledged request to a prior to 6.3 node will
throw an exception.

Additionally this PR adds messages about the trial license the user is
generating.

Currently the test picks random java.util.TimeZone ids in some places.
Internally we still need to convert back to joda DateTimeZone by id
occassionally (e.g. when serializing to pre 6.3 versions). There are
some deprecated "SystemV/*" time zones that Jodas DateTimeZone refuses
to convert. This change excludes those rare cases from the set of
allowed random time zones. It would be quiet odd for them to appear in
practice.

Adds tasks that check that the all jars that we build have LICENSE.txt

depend on these task.

This is mostly there for extra parnoia because we automatically
configure all Jar tasks to include the LICENSE.txt and NOTICE.txt
files anyway. But it is quite possible to add configuration to those
tasks that would override either file.

This causes check to depend on several more things than it used to.
Take, for example, javadoc:

check depends on the new verifyJavadocJarNotice which depends on
extractJavadocJar which depends on javadocJar which depends on
javadoc, this check now depends on javadoc.

Tal Levy 689d628d67 move phase-after steps to have the previous phase's phase in its key (#4387)
Previously, phase X's `after` step had `X` as its associated phase. This causes confusion because
we have only entered phase `X` once the `after` step is complete. Therefore, this refactor
pushes the after's phase to be associated with the previous phase. This first phase is an exception.
The first phase's `after` step is associated with the first phase (not some non-existent prior phase).

Martijn van Groningen d77f756f5c ccr: use indices stats api to fetch global checkpoint of the follower shards and
keep track of shard follow stats inside shard follow stats' node task instead of persistent task status.

By maintaining the shard follow stats inside its node task the stats update is quicker as
no cluster state update is required. The stats are now transient; meaning if the task
is going to run a different node then the stats are gone too. Currently only the processed
global checkpoint is being tracked and this is being restored when a shard follow node task
starts via the indices stats api (the reason of the first change of this change). Other stats
that we may add in the future (like fetch_time, see: https://gist.github.com/s1monw/dba13daf8493bf48431b72365e110717)
it is ok if we start from zero in case a shard follow task moves to another node.

Martijn van Groningen a22a7d079d ccr: Added maximum translog limit that a single shard changes response can return.
This limit is based on the number of estimate bytes in each translog
operation that fall between the minimum and maximum request sequence number.

If this limit is met then the shard follow task executor will make sure
that a subsequent shard changes request will be performed to fetch the
remaining translog operations.

This limit is needed in order to protect against returning too many
translog operations in a single shard changes response.

Colin Goodheart-Smithe fd502aa3e6 Makes some fields in Index Lifecycle API optional (#3687)
Specifically this change makes it optional to:
* Specify `includes`, `excludes` and `requires`maps in the allocate action as long as at least one fo the options is specified and is not an empty map
* Specify an `after` parameter on a phase. If no `after` value is specified `TimeValue.ZERO` is used and the phase will be moved to as soon as the previous phase reports `ACTIONS COMPLETED`. `after` is always non-null when we are serialising the Phase.
* Specify a `type` for a LifecyclePolicy. If no `type` is specified `TimeSeriesLifecycleType.INSTANCE` is used since this is currently the only production `type`. `type` is always non-null when we are serialising the LifecyclePolicy.

* Improves handling of exceptions in Index Lifecycle

This change improves a few different aspects:

* If an exception occurs executing the lifecycle of one index it is caught, logged and other indexes are still processed
* If the lifecycle policy specified in the settings does not exist an error is logged
* Fixes the exception when the delete action is run which occurs because Phase attempts to update the phase and action settings for the deleted index. A `LifecycleAction.indexSurvives()` method is introduced which defaults to `true` but can be overridden to indicate whether the index survives following completion of the action.

Tal Levy e3a6e738ea Fix InternalIndexLifecycleContext to update state in memory (#3505)
* Fix InternalIndexLifecycleContext to update state in memory

The internal and the mock index-lifecycle-context implementations differed
in that the InternalIndexLifecycleContext assumed no one would be using it after
it mutated state. This is not the case. We assume that the current context is updated after
a `#setAction` is called so that the listener can then appropriately use the newly modified
cluster state. since idxMeta was not being updated, any call to `context.getAction` was stale and
either returning null or the previous action, not the next action that was updated by `#setAction`.
Same goes for `setPhase`.

This PR should fix this so that the Mock and Internal implementations are more in line.

Martijn van Groningen a56b0479e1 Changed the chunk coordinator to process the chunks concurrently. (#3256)
The shard follow task executor determines the range of translog operations
between the leader shard's global checkpoint and the last know processed
seqno by the current shard follow task that are missing.

Then the chunks coordinator can then chunk this range up in smaller ranges
if the requested range is above the configured max chunk size. If it is
smaller than the entire range then the chunk coordinator has just one
chuck to coordinate.

Each chunk is added to a queue and is processed by the ChunkProcessor,
that reads the translog ops from the leader shard and then indexes
these translog ops into the follow shard. After that a new chuck is polled
from the queue and the ChunkProcessor performs the same actions until
there are no more chunks in the queue to process. After that the shard
follow task executor will determine a new range of translog operations
to process.

This change changes the chunk coordinator to start polling from the chunk
queue with multiple threads at the same time to handle dealing with a higher
indexing load on the leader side better.

To clean up the parsing of the LifecyclePolicy this change moves the LifecycleType to its own class so it can be created in the normal parsing of LifecyclePolicy rather than having to parse to an intermediary object first. The LifecycleType is an interface which can be implemented for different lifecycle types. These types shiould be singletons and are register with the NamedXContentRegistry and NamedWriteableRegistry only so they are available when reading from a stream or parsing.

Colin Goodheart-Smithe 3da42f5603 Adds rollover action to index lifecycle plugin (#3266)
This action will rollover an index when executed if the provided conditions are met.
Users may specify the maximum age, maximum index size in bytes or maximum index size in number of documents as conditions for rollover.

When the action executes it firsts checks the local cluster state to find out if the alias exists on the index. If the alias does not exist then the index was either rolled over by a previous run or something else has rolled over the index so the action can be marked as completed. If the index still has the alias set the action will make a rollover index request using the Client. When that request returns and the listener is called the action will only be marked as complete if the response indicates the index was rolled over. If the index was not rolled over (because the conditions are not yet met) the action is not marked as complete and will be re-evaluated on the next call to execute.

Martijn van Groningen 2e382bf7f3 Disallow dynamic mapping updated in follow shards
I forgot to configure a mapping in the follow shard shard, which caused
a dynamic update (due to type auto creation), but this was ignored.

Subsequent searches in follow index then failed due to a mapping missing.
(The _id couldn't be fetched during fetch phase, because the mapping was missing)

We should at a later stage investigate how to best solve this, but for
know to avoid confusion just fail if a dynamic update happens in a
follow shard.

Jason Tedor 8e0b34b507 Override indexing plans
Operations from a leader shard will be indexed into the engine with the
origin set to primary. The problem is here is that then we have primary
semantics in the engine such as assertions about sequence numbers being
unassigned, and we do not have correct semantics for out-of-order
delivery of operations (as we should on a following engine, whether or
not it is primary since the ordering is determined from the
leader). This commit handles this by always using the replica plan for
indexing into a following engine, whether or not the engine is for a
primary shard.

Jason Tedor 913936f2b0 Maintain order of operations semantics on follower
A following engine even for a primary shard needs to maintain order of
operations semantics as if it were behaving like a replica. That is,
rather than assuming that the order of operations presented to the
engine is the de facto order of operations as is the case for a leader
engine for a primary shard, a following engine must behave like all
replicas behave which is that they resolve order of operations based on
sequence numbers. This commit causes this to be the case for following
engines.

documents are indexed then the maximum sequence number starting from
zero would be N - 1.

* xdcr: Add an internal api to read translog operations between a sequence number range.

The persistent task can fetch the global checkpoint from the shard stats for each primary shard of the leader index.
