Fix failed test ClusterAndIndexReaderOnlyTests
...
MetaData uses two different string constants, "cluster.blocks.read_only"
and "cluster.read_only", for one setting. It confuses
TransportClusterUpdateSettingsAction and causes
lusterAndIndexReaderOnlyTests never finish.
