The latest release of the mock web server requires more security permissions, and
we dont need all the functionality anyway.
This introduces a small MockWebServer using the JDK internal HttpServer, yet fullfilling
all our needs and supporting SSL as well for testing.
The MockWebServer allows to enqueue responses and also requires you to enqueue as many responses
as you requests will be executed - there is no fallback at the moment.
SSL is also supported by passing an SSL context - for which the TestsSSLService is needed, which
makes the required methods public.

This commit removes the dependency on the briks automatons library and instead uses the lucene
version. Shield was originally implemented using the lucene version, but issues arose with supporting
multiple versions of elasticsearch and API changes, so we moved to using the briks library.
x-pack and elasticsearch are always the same version so we can use the lucene version of the
automatons and remove the briks library. This also brings with it protection from huge automatons
that we did not have before.

The x-pack client jar and api jar are exactly the same: the entirety of
x-pack. Since we added the x-pack-transport jar, we no longer really
want the client jar as it is confusing. Additionally, it causes jar hell
when a test for an extension uses the transport client. This change
removes the client jar, and makes the x-pack transport client use the
api jar instead. This sounds odd at first, but since transport client is
going away eventually, it is a stopgap, and works.

If elasticsearch merges https://github.com/elastic/elasticsearch/pull/16413
then the build will fail catastrophically without this. The goal here is to
opt these files out of the line length checks while they don't pass and we
can get them passing as time permits and opt them back in. In the mean time
all files that pass the line length check will have the check enforced.
This also gives you a spot to add x-plugins opt outs for core's checkstyle
rules in case you have generated files or something like that.
