We are back to having a 140-column limit. While at some point we will
apply auto-formatting tools to the code base, that is a down-the-road
thing and adjusting the suppressions now shaves minutes off the build
time.

This commit renames and moves the forked delete by query classes from being ml specific to being a
xpack common class since an upcoming security feature plans to make use of this. Additionally, this
commit fixes a issue where the dbq action was being executed by the calling user instead of the
xpack user for certain requests. This was found when adding a authorization change that restricts
this action's execution to the xpack user only.

Moves the direct management of the security index from SecurityLifecycleService to IndexLifecycleManager, so that the SecurityLifecycleService can take responsibility for several indices.
Multiple security indices are required as we move away from storing multiple types in a single index.

This commit reenables the Monitoring Bulk Api REST tests. The XPackRestIT
now enables/disables the local default exporter before executing the monitoring
tests, and also waits for the monitoring service to be started before executing
the test.

This commit makes the MonitoringDoc immutable and removes the type() and id() methods from "resolvers" so that they are not anymore in charge of computing the documents types and ids. Now each MonitoringDoc knows its type and is able to compute its own id if needed.

WIth the addition of building the backcompat version in elasticsearch, a
shallow clone no longer works, as we need to have eg 5.x branch
available. This change removes the depth argument from cloning
elasticsearch.

The model debug output is 1 result type of the autodetect (anomaly detection) process reporting bounds/statistics/state - not anomalies - It's main usage as of time of writing is visualization in the UI, naming the 'blue shadow' under the result graph. Rename in order to remove 'debug' in the name

The special `-Dtests.jvm.argline` params needed for jdk-9 builds do not
get passed correctly if enclosed within single quotes.
Fix jdk9 target for `dev-tools/ci` script to correctly pass the
-Dtests.jvm.argline parameters.

* Build: Convert xplugins to use new extra projects setup
This change makes the gradle initialization for xplugins look in the
correct location for elasticsearch, which is now as a sibling of an
elasticsearch-extra directory, with x-plugins as a child of the extra
directory.
The elasticsearch side of this change is
elastic/elasticsearchelastic/elasticsearch#21773. This change will enable renaming x-plugins
to x-pack, see elastic/elasticsearch#3643.

The ci script checks out elasticsearch for x-plugins to use. However, it
always checks out the master branch. This change makes the script look
for the source branch of a PR (falling back to GIT_BRANCH which is provided by jenkins for non PR CI jobs) and checks if that branch exists in elasticsearch. If it does not, it falls back to the target branch for the PR.

Since there is no hard requirement for a strict POSIX shell
implementation, we can switch to /bin/bash.
Clean up left over break statements and consistently use $() for command
substitutions.

Default to `check` if no argument is passed, but exit with error in an
unsupported parameter is provided.
Also ensure the pipefail option is only set when the executing shell
is *really* bash as opposed to POSIX sh which doesn't support it.

We prefer just passing a single cli argument that allows the script to
choose the corresponding gradle command from a preset list of
choices. For now, valid options are `packagingtests` or `tests`. The
script defaults to `tests` if no argument is supplied.

In preparation for elastic/elasticsearch#2957, I found we have things both in the root level
dev-tools, as well as elasticsearch/x-dev-tools. Most of this stuff can
be removed as it had to do with the old manual release process. There
was also a signed license file checked in. I removed it here, we really
should not have licenses checked in IMO, and it is unclear what the
purpose of this license was for. The two remaining scripts were moved to
the root dev-tools.

This updates the CI script to be POSIX shell compatible so that it can run under
both dash and bash. Also, no arguments should be needed; this should run what
is run in CI.
