Make elasticsearch-license multi-module:
...
- core-shaded - has CryptUtils (used by core and can be shared with consumer plugins)
- core - License data structures & verifier
- licensor - License Signer along with key-pair and license generation, verification
- plugin - Enforce licensing on a deployment
