This change moves all license related code in xpack under org.elasticsearch.license. Some classes become package private (more can become package private later with further deguicing). It also adds package level javadocs. Note, I did not move anything from the actual licensing jar. This should be cleaned up in a followup. Original commit: elastic/x-pack-elasticsearch@2413c4f288
