It used to be that RestTestPlugin "came with" StandaloneTestBasePlugin but we'd like to use it with BuildPlugin for the high level rest client. Also fix some license headers. Original commit: elastic/x-pack-elasticsearch@3d5549d170

Alternatively you add `-Pxpack.kibana.build=false` or `-Pxpack.logstash.build=false` on the command line if you only want to do this on individual builds (or `-Pxpack.kibana.build=true` if you need to override having added this to your `gradle.properties`).
