Ioannis Kakavas 7a8a66d9ae [7.x] Fix ReloadSecureSettings API to consume password (#54771) (#55059) ... The secure_settings_password was never taken into consideration in the ReloadSecureSettings API. This commit fixes that and adds necessary REST layer testing.
