* [ML] Refactor NativeStorageProvider to enable reuse Moves `NativeStorageProvider` as a machine learning component so that it can be reused for other job types. Also, we now pass the persistent task description as unique identifier which avoids conflicts between jobs of different type but with same ids. * Adding nativeStorageProvider as component Since `TransportForecastJobAction` is expected to get injected a `NativeStorageProvider` class, we need to make sure that it is a constructed component, as it does not have a zero parametered, public ctor.
