Armin Braun cefaa17c52 Simplify CheckSumBlobStoreFormat and make it more Reusable (#59888) (#59950) ... Refactored `CheckSumBlobStoreFormat` so it can more easily be reused in other functionality (i.e. upcoming repair logic). Simplified away constant `failIfAlreadyExists` parameter and removed the atomic write method and its tests.
