Areek Zillur daf4a9765c [License] Feature agnostic licensing model This commit changes the license plugin to work with license that are not tied to any specific feature in a bwc way. = Elasticsearch Watcher Plugin

This plugins adds conditioned scheduled tasks features to elasticsearch - such a task is called a `Watch`.

You can build the plugin with `mvn package`.

The documentation is put in the `docs/` directory.
