refactor(compiler): simplify the `CompilerHost` used for transformers

- remove unneeded methods (`getNgCanonicalFileName`, `assumeFileExists`)
- simplify moduleName <-> fileName conversion logic as we don’t need to
  account for `genDir` anymore.
- rename `createNgCompilerHost` -> `createCompilerHost`
