1) Rename linkDevGuide to linkDocs
Rename the specialized API docs `@linkDevGuide` tag to `@linkDocs`
since it is meant to be used to refer to all angular.io docs, not just
the developer guide.
2) let linkDocs links resolve to proper language
The old linkDevGuide required URIs to be given in the form
'ts/latest/guide/architecture' which forced all language versions of
the API pages to refer to the ts versions of the doc pages they linked
to.
This PR fixes that problem. URIs are now given in the form
'guide/architecture' and then rendered properly for each language. Of
course, when needed, it is still possible to give a language specific
URI.
chore(api-builder): minor code cleanup
The testing_e2e util does not belong in platform-browser and was never
intended to be a public API. Move it out of that whole tree.
BREAKING CHANGE:
The following API was never intended to be public and is removed:

The shred map (xref) builder was issuing warnings. This fix includes
- Adjustments to the shredder map builder itself so that it
understands, e.g., app-project relative example paths.
- `**/guide/glossary.jade` now (Jade) `includes` the shared parent
`glossary.jade` rather than (Harp) importing (via `partial`). This
fixes `makeExample` path issues in the glossary.
- Adjusted some `makeExample` paths that were ok for site build, but
confused the xref tool.
This change reverts the removal of setBaseTestProviders that was
introduced in 8d746e3f6795c8840116f4649a37a1efb4243eb9.
Instead, setBaseTestProviders and the providers provided from
`@angular/platform-browser-dynamic/testing` and `@angular/server/testing`
will still work for the next release, but are deprecated.

Introduces the new `ANALYZE_FOR_PRECOMPILE` token. This token can be used to
create a virtual provider that will populate the `precompile` fields of
components and app modules based on its
`useValue`. All components that are referenced in the `useValue`
value (either directly or in a nested array or map) will be added
to the `precompile` property.

BREAKING CHANGE:
We have removed the deprecated form directives from the built-in platform directive list, so apps are not required to package forms with their app. This also makes forms friendly to offline compilation.
Instead, we have exposed three modules:
OLD API:
- `DeprecatedFormsModule`
NEW API:
- `FormsModule`
- `ReactiveFormsModule`
If you provide one of these modules, the default forms directives and providers from that module will be available to you app-wide. Note: You can provide both the `FormsModule` and the `ReactiveFormsModule` together if you like, but they are fully-functional separately.
**Before:**

Every test now has an implicit module. It can be configured via `configureModule` (from @angular/core/testing)
to add providers, directives, pipes, ...
The compiler now has to be configured separately via `configureCompiler` (from @angular/core/testing)
to add providers or define whether to use jit.
BREAKING CHANGE:
- Application providers can no longer inject compiler internals (i.e. everything
from `@angular/compiler). Inject `Compiler` instead. This reflects the
changes to `bootstrap` for module support (3f55aa609f60f130f1d69188ed057214b1267cb3).
- Compiler providers can no longer be added via `addProviders` / `withProviders`.
Use the new method `configureCompiler` instead.
- Platform directives / pipes need to be provided via
`configureModule` and can no longer be provided via the
`PLATFORM_PIPES` / `PLATFORM_DIRECTIVES` tokens.
- `setBaseTestProviders()` was renamed into `initTestEnvironment` and
now takes a `PlatformRef` and a factory for a
`Compiler`.
- E.g. for the browser platform:

Gulp targets like `check-deploy` and `serve-and-sync-devguide` are
quite verbose. This PR allows the `dgeni` logging level to be
controlled using the `--dgeni-log` flag. E.g., use `--dgen-log="error"`
to see only errors.
Also sets log level to "error" when gulp is silent
and log level for createShredMapPackage
This introduces the `BrowserModule` to be used for long form
bootstrap and offline compile bootstrap:

- move `AnimationDriver` to `platform-browser` and make it
public so that the offline compiler can resolve the token
BREAKING CHANGES:

To provide custom providers for the compiler,
create a custom compiler via `browserCompiler({providers: [...]})`
and pass that into the `bootstrap` method.
This implements a new class, QueryEncoder, that provides
methods for encoding keys and values of query parameter.
The encoder encodes with encodeURIComponent, and then
decodes a whitelist of allowed characters back to their
unencoded form.
BREAKING CHANGE:
The changes to Http's URLSearchParams serialization now
prevent encoding of these characters inside query parameters
which were previously converted to percent-encoded values:
@ : $ , ; + ; ? /
The default encoding behavior can be overridden by extending
QueryEncoder, as documented in the URLSearchParams service.
