Reworks the compiler to output the factories for directives, components and pipes under a new static field called `ngFactoryFn`, instead of the usual `factory` property in their respective defs. This should eventually allow us to inject any kind of decorated class (e.g. a pipe).
**Note:** these changes are the first part of the refactor and they don't include injectables. I decided to leave injectables for a follow-up PR, because there's some more cases we need to handle when it comes to their factories. Furthermore, directives, components and pipes make up most of the compiler output tests that need to be refactored and it'll make follow-up PRs easier to review if the tests are cleaned up now.
This is part of the larger refactor for FW-1468.

The $locationShim has onChange listeners to allow for synchronization logic between
AngularJS and Angular. When the AngularJS routing events are emitted first, this can

In `BrowserModule` the value of `LOCALE_ID` is defined in the `APPLICATION_MODULE_PROVIDERS` after `APP_INITIALIZER` has run.
This PR ensures that `LOCALE_ID` is also set for ivy at the same moment which allows the application to fetch the locale from a backend (for example).

We currently have a handwritten version of the Ivy directive def for NgClass so
we can switch between Ivy and View Engine behavior. This generated code needs to
be kept up-to-date with what the Ivy compiler generates.
PR 30742 recently changed `classMap` such that it now requires allocation of
host binding slots. This means that the `allocHostVars()` function must be
called in the NgClass directive def to match compiler output, but the
handwritten directive def was not updated. This caused a bug where NgClass
was inappropriately overwriting data for other directives because space was
not allocated for its values.

options for tests as the strictness enforcement improves the

The compiler generates a 'token' field when it emits an ngInjectableDef,
but this field was not required by defineInjectable or the InjectableDef
interface, nor was it added by InjectionToken.

Plural ICU expressions depend on the locale (different languages have different plural forms). Until now the locale was hard coded as `en-US`.
For compatibility reasons, if you use ivy with AOT and bootstrap your app with `bootstrapModule` then the `LOCALE_ID` token will be set automatically for ivy, which is then used to get the correct plural form.
If you use JIT, you need to define the `LOCALE_ID` provider on the module that you bootstrap.
For `TestBed` you can use either `configureTestingModule` or `overrideProvider` to define that provider.
If you don't use the compat mode and start your app with `renderComponent` you need to call `ɵsetLocaleId` manually to define the `LOCALE_ID` before bootstrap. We expect this to change once we start adding the new i18n APIs, so don't rely on this function (there's a reason why it's a private export).

There is an encoding issue with using delta `Δ`, where the browser will attempt to detect the file encoding if the character set is not explicitly declared on a `<script/>` tag, and Chrome will find the `Δ` character and decide it is window-1252 encoding, which misinterprets the `Δ` character to be some other character that is not a valid JS identifier character

Adds overloads to the `transform` methods of `SlicePipe`,
to have better types than `any` for `value` and `any` as a return.
With this commit, using `slice` in an `ngFor` still allow to type-check the content of the `ngFor`
with `fullTemplateTypeCheck` enabled in Ivy:

`typo` does not exist on type `UserModel`
whereas it is currently not catched (as the return of `slice` is `any`) neither in VE nor in Ivy.
BREAKING CHANGE
`SlicePipe` now only accepts an array of values, a string, null or undefined.
This was already the case in practice, and it still throws at runtime if another type is given.
But it is now a compilation error to try to call it with an unsupported type.

A structural directive can specify a template guard for an input, such that
the type of that input's binding can be narrowed based on the guard's return
type. Previously, such template guards could only be methods, of which an
invocation would be inserted into the type-check block (TCB). For `NgIf`,
the template guard narrowed the type of its expression to be `NonNullable`
using the following declaration:

```
This works fine for usages such as `*ngIf="person"` but starts to introduce
false-positives when e.g. an explicit non-null check like
`*ngIf="person !== null"` is used, as the method invocation in the TCB
would not have the desired effect of narrowing `person` to become
non-nullable:

This commit introduces a new strategy for template guards to allow for the
binding expression itself to be used as template guard in the TCB. Now,
the TCB generated for `*ngIf="person !== null"` would look as follows:

// been narrowed to be non-nullable.
}
```
This strategy can be activated by declaring the template guard as a
property declaration with `'binding'` as literal return type.

This patch removes all host-specific styling instructions in favor of
using element-level instructions instead. Because of the previous
patches that made sure `select(n)` worked between styling calls, all
host level instructions are not needed anymore. This patch changes each
of those instruction calls to use any of the `elementStyling*`,
`elementStyle*` and `elementClass*` styling instructions instead.

`elementClassMap` and `elementStyleMap` instructions. It also breaks
apart `hostStlyingMap` into `hostClassMap` and `hostStyleMap`

This commit provides a replacement for `$location`. The new service is written in Angular, and can be consumed into existing applications by using the downgraded version
of the provider.
Prior to this addition, applications upgrading from AngularJS to Angular could get into a situation where AngularJS wanted to control the URL, and would often parse or se
rialize the URL in a different way than Angular. Additionally, AngularJS was alerted to URL changes only through the `$digest` cycle. This provided a buggy feedback loop
from Angular to AngularJS.
With this new `LocationUpgradeProvider`, the `$location` methods and events are provided in Angular, and use Angular APIs to make updates to the URL. Additionally, change
s to the URL made by other parts of the Angular framework (such as the Router) will be listened for and will cause events to fire in AngularJS, but will no longer attempt
to update the URL (since it was already updated by the Angular framework).
This centralizes URL reads and writes to Angular and should help provide an easier path to upgrading AngularJS applications to Angular.

AngularJS had a different way of doing this than Angular, and using this class in conjunction with the LocationUpgradeService an application can have control over how AngularJS URLs are serialized and deserialized.

When using the `history` API, setting a new `state` and retrieving it does not pass a `===` test to the object used to set the state. In other words, `history.state` is always a copy. This change makes the `MockPlatformLocation` behave in the same way.

This feature adds an `onUrlChange` to Angular's `Location` class. This is useful to track all updates coming from anywhere in the framework. Without this method, it's difficult (or impossible) to track updates run through `location.go()` or `location.replaceState()` as the browser doesn't publish events when `history.pushState()` or `.replaceState()` are run.

AngularJS's `$location` service doesn't have a direct counterpart in Angular. This is largely because the `Location` service in Angular was pulled out of the `Router`, but was not purpose-built to stand on its own.
This commit adds a new `@angular/common/upgrade` package with the beginnings of a new `LocationUpgradeService`. This service will more closely match the API of AngularJS and provide a way to replace the `$location` service from AngularJS.

Without this change, the framework doesn't surface URL parts such as hostname, protocol, and port. This makes it difficult to rebuild a complete URL. This change provides new APIs to read these values.

Previously there wasn't a way to retrieve `history.state` from the `Location` service. The only time the framework exposed this value was in navigation events. This meant if you weren't using the Angular router, there wasn't a way to get access to this `history.state` value other than going directly to the DOM.
This PR adds an API to retrieve the value of `history.state`. This will be useful and needed to provide a backwards-compatible `Location` service that can emulate AngularJS's `$location` service since we will need to be able to read the state data in order to produce AngularJS location transition events.
This feature will additionally be useful to any application that wants to access state data through Angular rather than going directly to the DOM APIs.

Previously, an instance of HttpParams would retain its list of mutations
after they have been materialized as a result of a read operation. Not
only does this unnecessarily hold onto memory, more importantly does it
introduce a bug where branching of off a materialized instance would
reconsider the set of mutations that had already been applied, resulting
in repeated application of mutations.
This commit fixes the bug by clearing the list of pending mutations
after they have been materialized, such that they will not be considered
once again for branched off instances.

When an anchor scroll happens, we run document.querySelector. This value can be taken directly from the user. Therefore it's possible to throw an error on scrolling, which can cause the application to fail.
This PR escapes the selector before using it.

This patch is the first of a few patches which separates the
styling logic between template bindings (e.g. <div [style])
from host bindings (e.g. @HostBinding('style')). This patch
in particular introduces a series of host-specific styling
instructions and changes the existing set of template styling
instructions not to accept directives. The underyling code (which
communicates with the styling algorithm) still works as it did
before.
This PR also separates the styling instruction code into a separate
file and moves over all other instructions into an dedicated
instructions directory.

Prior to this fix, both the `NgStyle` and `NgClass` directives made use
of `Renderer2` and this dependency raised issues for future versions of

Prior to this commit, we had two different modes for change detection
execution for Ivy, depending on whether you called `bootstrap()` or
`renderComponent()`. In the former case, we would complete creation
mode for all components in the tree before beginning update mode for
any component. In the latter case, we would run creation mode and
update mode together for each component individually.
Maintaining code to support these two different execution orders was
unnecessarily complex, so this commit aligns the two bootstrapping
mechanisms to execute in the same order. Now creation mode always
runs for all components before update mode begins.
This change also simplifies our rendering logic so that we use
`LView` flags as the source of truth for rendering mode instead of
`rf` function arguments. This fixed some related bugs (e.g. calling
`ViewRef.detectChanges` synchronously after the view's creation
would create view nodes twice, view queries would execute twice, etc).

We are close enough to blacklist a few test targets, rather than whitelist targets to run...
Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.
This is the updated overview of ivy related bazel tags:
- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit

This commit adds an ngTemplateGuard_ngIf static method to the NgIf
directive and an ngTemplateContextGuard static method to NgFor. The
function of these two static methods is to enable type narrowing

This fix is for the issue below when compiling I18N Angular apps using closure.
For certain locales closure converts the input locale id to a different equivalent locale string. For example if the input locale is 'id'(for Indonesia) goog.LOCALE is set to 'in' and the closure locale data is registered only for 'in'. The Angular compiler uses the original input locale string, 'id' to set the LOCALE_ID token and there is a mismatch of locale used to register and locale used when requesting the locale data.
The fix is for the closure-locale.ts code to register the locale data for all equivalent locales names so that it doesn't matter what goog.LOCALE is actually set to.

With these changes, the types are a little stricter now and also not
compatible with Protractor's jasmine-like syntax. So, we have to also
use `@types/jasminewd2` for e2e tests (but not for non-e2e tests).
I also had to "augment" `@types/jasminewd2`, because the latest
typings from [DefinitelyTyped][1] do not reflect the fact that the
`jasminewd2` version (v2.1.0) currently used by Protractor supports
passing a `done` callback to a spec.

Two new CircleCI environments are created: test_ivy_jit and test_ivy_aot.
Both run a subset of the tests that have been marked with Bazel tags as
being appropriate for that environment.
Once all the tests pass, builds are published to the *-builds repo both

`ngOnChanges` callback to detect when `ngForOf` binding

- `*attr='binding'`
- `template=`attr: binding`
Because the last notation has been dropped we can refactor the binding parsing.

This lets projects like Material change ng_package "bundle index" files to non-conflicting paths
Currently packages like @angular/core ship with the generated metadata
in a path like 'core.js' which overwrites one of the inputs.
Angular material puts the generated file in a path like 'index.js'
Either way these files generated by ng_module rules have the potential
to collide with inputs given by the user, which results in an error.
Instead, give users the freedom to choose a different non-conflicting name.
Also this refactors the ng_package rule, removing the redundant
secondary_entry_points attribute.
Instead, we assume that any ng_module in the deps with a module_name
attribute is a secondary entry point.
