Removes the `Renderer` and related symbols which have been deprecated since version 4.
BREAKING CHANGES:
* `Renderer` has been removed. Use `Renderer2` instead.
* `RenderComponentType` has been removed. Use `RendererType2` instead.
* `RootRenderer` has been removed. Use `RendererFactory2` instead.

In VE the `Sanitizer` is always available in `BrowserModule` because the VE retrieves it using injection.
In Ivy the injection is optional and we have instructions instead of component definition arrays. The implication of this is that in Ivy the instructions can pull in the sanitizer only when they are working with a property which is known to be unsafe. Because the Injection is optional this works even if no Sanitizer is present. So in Ivy we first use the sanitizer which is pulled in by the instruction, unless one is available through the `Injector` then we use that one instead.
This PR does few things:
1) It makes `Sanitizer` optional in Ivy.
2) It makes `DomSanitizer` tree shakable.
3) It aligns the semantics of Ivy `Sanitizer` with that of the Ivy sanitization rules.
4) It refactors `DomSanitizer` to use same functions as Ivy sanitization for consistency.

Previously, in order to assert that the promise was not resolved, an
error was thrown when the promise was resolved successfully. At the
same, `.catch()` was used to silence the (expected) promise rejection.
However, the chained `.catch()` handler would also catch (and swallow)
the error thrown on resolving the promise, making the test pass, even if
the promise was not rejected.
This commit fixes it by ensuring that the error thrown on resolving the
promise is not caught by the rejection handler.

Previously, [this test][1] would occasionally fail (e.g. on CI) with
"Template cache was not found in $templateCache". This was due to a
combination of:
1. [That test][2] (which removes the cache) being run right before the
failing test.
2. The async `TestBed.compileComponents()` operation run in the
`beforeEach()` block (which sets the cache) not having completed
before the `it()` block.
This commit fixes the issue by ensuring the cache is always set, before
instantiating `CachedResourceLoader`.
This commit also moves some operations that are only needed in one test
from the `beforeEach()` block to that test's `it()` block.

Prior to this change, we always recompile all Components/Directives/Pipes even if they were AOT-compiled and had no overrides. This is causing problems in case we try to recompile a Component with "templateUrl" or "styleUrls" (which were already resolved in case of AOT) and generally this unnecessary work that TestBed was doing is not required. This commit adds extra logic to check whether a Component/Directive/Pipe already have compiled NG def (like ngComponentDef) and whether there are no overrides present - in this case recompilation is skipped. Recompilation is also skipped in case a Component/Directive has only Provider overrides - in this situation providers resolver function is patched to reflect overrides. Provider overrides are very common in g3, thus this code path ensures no full recompilation.

This change enables dts bundling for the following packages and their secondary entry points:

Dts bundling happens in `ng_module` bazel definition, hence packages such as `@angular/compiler`, `@angular/compiler-cli` and `@angular/langauge service` cannot be flattened as they use `ts_library`.
`@angular/core`, `@angular/common`, `@angular/upgrade` and `@angular/forms` will be done seperatly as it requires some changes either to their source or specs.

Since we build and publish the individual packages
using Bazel and `build.sh` has been removed, we can
safely remove the `rollup.config.js` files which are no
longer needed because the `ng_package` bazel rule
automatically handles the rollup settings and globals.

When testing JIT code, it is useful to be able to access the
generated JIT source. Previously this is done by spying on the
global `Function` object, to capture the code when it is being
evaluated. This is problematic because you can only capture
the body of the function, and not the arguments, which messes
up line and column positions for source mapping for instance.
Now the code that generates and then evaluates JIT code is
wrapped in a `JitEvaluator` class, making it possible to provide
a mock implementation that can capture the generated source of
the function passed to `executeFunction(fn: Function, args: any[])`.

We missed removing the `fixme-ivy-aot` bazel tag from the BUILD file
of platform-browser-dynamic, so we weren't running the
`//packages/platform-browser-dynamic/test:test_web_chromium-local`
test target on CI. This commit turns on the tests and adds root causes
where they are known.

test(ivy): mark failing test targets with fixme-ivy-jit and fixme-ivy-local tags

We are close enough to blacklist a few test targets, rather than whitelist targets to run...
Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.
This is the updated overview of ivy related bazel tags:
- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit
- fixme-ivy-local: target that doesn't yet build or run under ivy with --compile=local
- no-ivy-jit: target that is not intended to build or run under ivy with --compile=jit
- no-ivy-local: target that is not intended to build or run under ivy with --compile=local

Two new CircleCI environments are created: test_ivy_jit and test_ivy_aot.
Both run a subset of the tests that have been marked with Bazel tags as
being appropriate for that environment.
Once all the tests pass, builds are published to the *-builds repo both
for the legacy View Engine compiled code as well as for ivy-jit and ivy-aot.

This will allow RouterTestingModule to better support lazy loading of modules
when using summaries, since it can detect whether a module is already loaded
if it can access the id.
