AngularJS's `$location` service doesn't have a direct counterpart in Angular. This is largely because the `Location` service in Angular was pulled out of the `Router`, but was not purpose-built to stand on its own.
This commit adds a new `@angular/common/upgrade` package with the beginnings of a new `LocationUpgradeService`. This service will more closely match the API of AngularJS and provide a way to replace the `$location` service from AngularJS.

Without this change, the framework doesn't surface URL parts such as hostname, protocol, and port. This makes it difficult to rebuild a complete URL. This change provides new APIs to read these values.

Previously there wasn't a way to retrieve `history.state` from the `Location` service. The only time the framework exposed this value was in navigation events. This meant if you weren't using the Angular router, there wasn't a way to get access to this `history.state` value other than going directly to the DOM.
This PR adds an API to retrieve the value of `history.state`. This will be useful and needed to provide a backwards-compatible `Location` service that can emulate AngularJS's `$location` service since we will need to be able to read the state data in order to produce AngularJS location transition events.
This feature will additionally be useful to any application that wants to access state data through Angular rather than going directly to the DOM APIs.

This update gives external tooling the ability for async providers to
finish resolving before the document is serialized. This is not a
breaking change since render already returns a promise. All returned
promises from `BEFORE_APP_SERIALIZED` providers will wait to be
resolved or rejected. Any rejected promises will only console.warn().

Dts bundling happens in `ng_module` bazel definition, hence packages such as `@angular/compiler`, `@angular/compiler-cli` and `@angular/langauge service` cannot be flattened as they use `ts_library`.
`@angular/core`, `@angular/common`, `@angular/upgrade` and `@angular/forms` will be done seperatly as it requires some changes either to their source or specs.

Since we build and publish the individual packages
using Bazel and `build.sh` has been removed, we can
safely remove the `rollup.config.js` files which are no
longer needed because the `ng_package` bazel rule
automatically handles the rollup settings and globals.

This commit adds a devMode-only check which will throw if a user
attempts to bind a property that does not match a directive
input or a known HTML property.
Example:
```
<div [unknownProp]="someValue"></div>
```
The above will throw because "unknownProp" is not a known
property of HTMLDivElement.
This check is similar to the check executed in View Engine during
template parsing, but occurs at runtime instead of compile-time.
Note: This change uncovered an existing bug with host binding
inheritance, so some Material tests had to be turned off. They
will be fixed in an upcoming PR.

Right now the `ServerRendererFactory2` creates a new instance of the
`DomElementSchemaRegistry` for each and every request, which is quite
costly (for the Tour of Heroes SSR this takes around **30%** of the
overall execution time). Since the schema is never modified, but only
used in a read-only fashion, it should be possible to re-use a single
instance instead.
Naive performance testing with 100 concurrent connections and 1000
requests in total shows an approximate **33%** improvement in Req/Sec
on the Tour of Heroes SSR example.

When an @NgModule decorator executes, the module is added to a queue in
render3/jit/module.ts. Reading an ngComponentDef property causes this queue
to be flushed, ensuring that the component gets the correct module scope
applied.
In before_each.ts, a global beforeEach is added to all Angular tests which
calls TestBed.resetTestingModule() prior to running each test. This in turn
clears the module compilation queue (which is correct behavior, as modules
declared within the test should not leak outside of it via the queue).
So far this is okay. But before the first test runs, the module compilation
queue is full of modules declared in global scope. No definitions have been
read, so no flushes of the queue have been triggered. The global beforeEach
triggers a reset of the queue, aborting all of the in-progress global
compilation, breaking those classes when they're later used in tests.
This commit adds logic to TestBedRender3 to respect the state of the module
queue before the TestBed is first initialized or reset. The queue is flushed
prior to such an operation to ensure global compilation is allowed to finish
properly.
With this fix, a platform-server test now passes (previously the <my-child>
element was not detected as a component, because the encompassing module
never finished compilation.

`NgModule` requires that `Component`s/`Directive`s/`Pipe`s are listed in
declarations, and that each `Component`s/`Directive`s/`Pipe` is declared
in exactly one `NgModule`. This change adds runtime checks to ensure
that these sementics are true at runtime.
There will need to be seperate set of checks for the AoT path of the
codebase to verify that same set of semantics hold. Due to current
design there does not seem to be an easy way to share the two checks
because JIT deal with references where as AoT deals with AST nodes.

We are close enough to blacklist a few test targets, rather than whitelist targets to run...
Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.
This is the updated overview of ivy related bazel tags:
- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit
- fixme-ivy-local: target that doesn't yet build or run under ivy with --compile=local
- no-ivy-jit: target that is not intended to build or run under ivy with --compile=jit

Animations styles weren't getting properly set on platform-server because of erroneous checks and absence of reflection of style property to attribute on the server.
The fix corrects the check for platform and explicitly reflects the style property to the attribute.

Two new CircleCI environments are created: test_ivy_jit and test_ivy_aot.
Both run a subset of the tests that have been marked with Bazel tags as
being appropriate for that environment.
Once all the tests pass, builds are published to the *-builds repo both
for the legacy View Engine compiled code as well as for ivy-jit and ivy-aot.

innerHTML is conservatively marked as an attribute for security purpose so that it's sanitized when set. However this same mapping is used by the server renderer to decide whether the `innerHTML` property needs to be reflected to the `innerhtml` attribute. The fix is to just skip the property to attribute reflection for `innerHTML`.

Previously the style encapsulation attributes(_nghost-* and _ngcontent-*) created on the server could overlap with the attributes and styles created by the client side app when it botstraps. In case the client is bootstrapping a lazy route, the client side styles are added before the server-side styles are removed. If the components on the client are bootstrapped in a different order than on the server, the styles generated by the client will cause the elements on the server to have the wrong styles.
The fix puts the styles and attributes generated on the server in a completely differemt space so that they are not affected by the client generated styles. The client generated styles will only affect elements bootstrapped on the client.

This fix lets code access DOM types like Node, HTMLElement in the code. These are invariant across requests and the corresponding classes from Domino can be safely provided during platform initialization.
This is needed for the current sanitizer to work properly on platform-server. Also allows HTML types in injection - Ex. `@inject(DOCUMENT) doc: Document`.

Previously event handlers on the server were setup directly. This change makes it so that the event registration on the server go through EventManagerPlugin just like on client. This allows us to add custom event registration handlers on the server which allows us to hook up preboot event handlers cleanly.

This lets projects like Material change ng_package "bundle index" files to non-conflicting paths
Currently packages like @angular/core ship with the generated metadata
in a path like 'core.js' which overwrites one of the inputs.
Angular material puts the generated file in a path like 'index.js'
Either way these files generated by ng_module rules have the potential
to collide with inputs given by the user, which results in an error.
Instead, give users the freedom to choose a different non-conflicting name.
Also this refactors the ng_package rule, removing the redundant
secondary_entry_points attribute.
Instead, we assume that any ng_module in the deps with a module_name
attribute is a secondary entry point.

Angular Package Format v6 stops bundling files in the esm5 and esm2015
directories, now that Webpack 4 can tree-shake per-file.

We now create npm packages to cover all the public api assertions in tools/public_api_guard.
We no longer depend on ts-api-guardian from npm - it is now stale since the repository was archived.

"ng update" supports having multiple packages as part of a group which should be updated together, meaning that e.g. calling "ng update @angular/core" would be equivalent to updating all packages of the group (that are part of the package.json already).
In order to support the grouping feature, the package.json of the version the user is updating to needs to include an "ng-update" key that points to this metadata.

Since our version of Chromium is also pinned, a new ChromeDriver (that
drops support for our Chromium version) can cause random (and unrelated
to the corresponding changes) errors on CI.
This commit pins the version of ChromeDriver and it should now be
manually upgraded to a vrsion that is compatible with th currently used
Chromium version.
