Previously, the event dates displayed on the angular.io "Events" page
(`/events`) was off by one day on timezones with a negative offset from
UTC. See

This commit fixes it by using the `getUTC*` methods of the `Date` object
to extract the date info, which are not affected by the user's timezone.

ChromeDriver now supports Apple Silicon ARM processors.
`webdriver-manager` versions 12.1.7 and earlier will, however,
incorrectly download the arm64 ChromeDriver regardless of the
system's architecture. This results in failure to run Protractor tests
on macOS with the error: `spawn Unknown system error -86`
This commit fixes the problem by upgrading `webdriver-manager` to
version 12.1.8, which includes a fix.

It also adds a `width` attribute to the `code-icon.svg` image on the
homepage, which was pointed out as missing in the Lighthouse report.

This commit switches the `deploy-to-firebase.sh` script, that we use for
deploying angular.io to production, from Bash to JavaScript. This makes
the script easier to maintain.
For the same reasons, it also switches the `deploy-to-firebase.test.sh`
script, that we use for testing the `deploy-to-firebase` script, from
Bash to JavaScript (using jasmine as the test runner).
Finally, this commit also updates ShellJS to the latest version to get
better error messages (including the actual error) when `exec()` fails.
NOTE: Before switching the test script to JS, I verified that the new
`deploy-to-firebase.js` script passed the tests with the old
`deploy-to-firebase.test.sh` script.

This tool can be run from anywhere in the aio folder as:

It will create some basic scaffold files to get the example started.
After creation the developer should then use `yarn boilerplate:add`
or similar to ensure that the example can be run and tested.
You can optionally provide an absolute path to a pre-existing CLI
project and it will copy over appropriate files (ignoring boilerplate)
to the newly created example.

With Chrome 86 about to be released as stable, the current local version

This commit includes the following types of changes:
- Remove unused dependencies.
- Move dev dependencies from `devDependencies` to `dependencies` (and

Updates the NodeJS version to the latest stable version at the time of
writing (v10.16.0). We need to update our image to use a minimum NodeJS
version of v10.15.0 because new CLI apps automatically install a non-locked
version of selenium-webdriver that now requires NodeJS >= 10.15.0 since the
latest release of 17th June 2019 (4.0.0-alpha.3).

We are using `chrome-launcher` and `lighthouse-logger` in
[test-pwa-score][1], but we do not explicitly list them as
`devDependencies`, so we are relying on the fact that they happen to be
hoisted in `node_modules/` by yarn. This may unexpectedly break in the
future.
This commit fixes this, by explicitly listing them as `devDependencies`.

The API changes are due to enabling strict checks in TypeScript (via `strict: true`).
The payload size changes in `polyfills.js` are due to more browser APIs being patched in recent versions (e.g. `fetch`, `customElement v1`).

Previously, `ng-packages-installer` would replace the version ranges for
all dependencies that were peer dependencies of an Angular package with
the version range used in the Angular package. This effectively meant
that the pinned version (from `yarn.lock`) for that dependency was
ignored (even if the pinned version satisfied the new version range).
This commit reduces non-determinism in CI jobs using the locally built
Angular packages by always using pinned versions of dependencies for
Angular package peer dependencies if possible.
For example, assuming the following versions for the RxJS dependency:
- **aio/package.json**: `rxjs: ^6.3.0`
- **aio/yarn.lock**: `rxjs@^6.3.0: 6.3.3`
- **@angular/core#peerDependencies**: `rxjs: ^6.0.0`
...the following versions would be used with `ng-packages-installer`:
- Before this commit:
- **aio/package.json**: `rxjs: ^6.0.0`
- **node_modules/rxjs/**: `6.4.0` (latest version satisfying `^6.0.0`)
- After this commit:
- **aio/package.json**: `rxjs: ^6.3.0`
- **node_modules/rxjs/**: `6.3.3` (because it satisfies `^6.0.0`)
