The earlier update to nodejs rules 0.40.0 fixes the cross-platform RBE issues with nodejs_binary. This commit adds a work-around for rules_webtesting cross-platform RBE issues.

Injectable defs are not considered public API, so the property
that contains them should be prefixed with Angular's marker
for "private" ('ɵ') to discourage apps from relying on def
APIs directly.
This commit adds the prefix and shortens the name from
ngInjectableDef to "prov" (for "provider", since injector defs
are known as "inj"). This is because property names cannot
be minified by Uglify without turning on property mangling
(which most apps have turned off) and are thus size-sensitive.

BREAKING CHANGE:
Angular bazel users using protractor_web_test_suite from @angular/bazel npm package should now switch to the @bazel/protractor npm package.
This should impact very few users and the user's that are impacted have a very easy upgrade path to switch to fetching the protractor_web_test_suite rule via the @bazel/protractor npm package.

nodejs rules 0.34.0 now includes protractor_web_test_suite rule (via new @bazel/protractor rule) so we switch to that location for that rule in this PR so that /packages/bazel/src/protractor can be removed in a future PR
this PR also brings in node toolchain support which was released in nodejs rules 0.33.0. this is a prerequisite for RBE for mac & windows users
bazel schematics also updated with the same. @bazel/bazel 0.28.1 npm package includes transitive dep on hide-bazel-files so we're able to remove an explicit dep on that as well.

With #28402 we updated the `examples` package to be
built and tested with Bazel. This PR was only intended
for the e2e integration tests, and there still seem to be
a few unit tests that need to be migrated to Bazel until
we can remove the legacy local unit tests job.

* No longer builds the example e2e tests using "tsc". The examples are now built with Bazel and can therefore be built with Ivy by using the `--define=compile=aot` switch.
* No longer runs the example e2e tests using the protractor CLI. example e2e tests are executed with the Bazel protractor rule and can therefore run incrementally.

When building a list of pending tasks for callers of whenStable(),
Testability will copy data about the task into a new object, in order to
avoid leaking references to tasks.
This change copies more properties from Tasks into the list of pending
tasks, as well as a reference to Task.data to give callers more
information about the tasks that are pending.
Specifically, this also copies runCount and task ID, which are needed in
order for callers to know when a given task is repeating.

With these changes, the types are a little stricter now and also not
compatible with Protractor's jasmine-like syntax. So, we have to also
use `@types/jasminewd2` for e2e tests (but not for non-e2e tests).
I also had to "augment" `@types/jasminewd2`, because the latest
typings from [DefinitelyTyped][1] do not reflect the fact that the
`jasminewd2` version (v2.1.0) currently used by Protractor supports
passing a `done` callback to a spec.

All errors for existing fields have been detected and suppressed with a
`!` assertion.
Issue/24571 is tracking proper clean up of those instances.
One-line change required in ivy/compilation.ts, because it appears that
the new syntax causes tsickle emitted node to no longer track their
original sourceFiles.

Allow passing an optional timeout to Testability's whenStable(). If
specified, if Angular is not stable before the timeout is hit, the
done callback will be invoked with a list of pending macrotasks.
Also, allows an optional update callback, which will be invoked whenever
the set of pending macrotasks changes. If this callback returns true,
the timeout will be cancelled and the done callback will not be invoked.
If the optional parameters are not passed, whenStable() will work
as it did before, whether or not the task tracking zone spec is
available.
This change also migrates the Testability unit tests off the deprecated
AsyncTestCompleter.

Rename @Injectable({scope -> providedIn}).
Instead of {providedIn: APP_ROOT_SCOPE}, accept {providedIn: 'root'}.
Also, {providedIn: null} implies the injectable should not be added
to any scope.

inject() supports the ngInjectableDef-based configuration of the injector
(otherwise known as tree-shakeable services). It was missing from the
exported API of @angular/core, this PR adds it.
The test added here is correct in theory, but may pass accidentally due
to the decorator side-effect replacing the inject() call at runtime. An
upcoming compiler PR will strip reified decorators from the output
entirely.

This allows examples to be found during aio's `yarn serve-and-sync`, which only
looks for examples in `packages/examples/<packageName>/**/*`, where
`packageName` is the name of the package that the modified file belonged to;
e.g. `core`, `common`, etc.).
