Doug Parker	049b453149	fix(core): migrate relative link resolution with single quotes (#39102 ) This is a roll forward of #39082, using `ts.createIdentifier(`'legacy'`)` as a cross-version compatible way of making a single quoted string literal. Andrew Scott	15ea811f05	feat(router): Add `relativeLinkResolution` migration to update default value (#38698 ) The default value for `relativeLinkResolution` is changing from 'legacy' to 'corrected'.
