this will enhance user experience for users new to github by putting the information on how to fork a repo at their finger tips without them having to do additional work to search for it.

A common review request is updating the commit message of a commit.
Since this is something that is not straight forward for inexperienced
contributors, it is useful to be able to point a contributor to some
docs outlining the process.
This commit adds such a section in `CONTRIBUTING.md` (as discussed in
https://github.com/angular/angular/pull/39110#discussion_r499935502).

This is a proposal commit that adds a separate scope for
migration changes. The motiviation is that migrations aren't
necessarily always affecting `@angular/core`, but are just
stored in the core package for a canonical location when
someone runs `ng update`. Additionally, it rather seems confusing in the
changelog if migration changes are listed under `core`.

This PR was merged without API docs and general rollout plan.
We can't release this as is in 5.1 without a plan for documentation, cli integration, etc.
With this commit `ngc` is used instead of `tsc-wrapped` for
collecting metadata and tsickle rewriting and `tsc-wrapped`
is removed from the repository.
`@angular/tsc-wrapped@5` is now deprecated and is no longer
used, updated, or maintained as part as of Angular 5.x.x.
`@angular/tsc-wrapped@4` is still maintained and required by
Angular 4.x.x and will be maintained as long as 4.x.x is in
LTS.

All the docs related files (docs-app, doc-gen, content, etc)
are now to be found inside the `/aio` folder.
The related gulp tasks have been moved from the top level
gulp file to a new one inside the `/aio` folder.
The structure of the `/aio` folder now looks like:

This patch adds the gulp command of `validate-commit-messages`
which will validate the range of commits messages present in the
active branch.
This check now runs on CI as part of the linting checks.
Allowed commit message types and scopes are controlled via commit-message.json file
and documented at https://github.com/angular/angular/blob/master/CONTRIBUTING.md#-commit-message-guidelines
This solution is based on old Vojta's code that he wrote for angular/angular.js, that was later adjusted
by @matsko in #13815.
Ideally we should switch over to something like https://www.npmjs.com/package/commitplease
as suggested in #9953 but that package currently doesn't support strict scope checking,
which is one of the primarily goal of this PR.
Note that this PR removes support for "chore" which was previously overused
by everyone on the team.
