George Kalpakas eb72cecc42 build(docs-infra): turn on Ivy (#32923)
The angular.io project uses Angular and CLI v9, which by default turns
on Ivy mode. However, since ec4381dd4, we explicitly opt out of Ivy.

This commit removes the `enabledIvy: false` configuration, thus allowing
the default behavior of having Ivy on.

NOTE:
This commit only changes the angular.io projects. The docs examples need
to be updated separately (first to Angular and CLI v9 and then to Ivy).

George Kalpakas a574e462c9 build(docs-infra): ensure the locally built packages exist and are up-to-date in `yarn setup-local` (#31985)
The `setup-local` npm script uses `NgPackagesInstaller` to replace the
Angular packages with the locally built ones. Previously, it would (a)
assume that the packages were built and (b) it would do anything if the
currently installed versions already correspond to locally built
packages (even if not the latest version).
This could lead to all sorts of errors, such as:
- Confusing error messages, `dist/packages-dist/` was missing.
- Using outdated build artifacts from `dist/packages-dist/` without a
  warning.
- Not installing the latest locally built packages, because the ones
  installed already corresponded to locally built (but older) ones.

This commit fixes these issues by ensuring that:
- The local packages are always built before being used by
  `NgPackagesInstaller`.
- The local packages are installed, even if the ones install already
  correspond to local packages.

NOTE: Special `*-ci` scripts are introduced (for use on CI) that skip
      building the local packages, since that step would have been taken
      care of (in a more efficient way) in a previous CI step.

Pete Bacon Darwin 9f54d76ef5 refactor(upgrade): use Bazel packages to avoid symlinks in the source (#29466)
Previously we had to share code between upgrade/dynamic and upgrade/static
by symlinking the `src` folder, which allowed both packages to access
the upgrade/common files.

These symlinks are always problematic on Windows, where we had to run
a script to re-link them, and restore them.

This change uses Bazel packages to share the `upgrade/common` code,
which avoids the need for symlinking the `src` folder.

Also, the Windows specific scripts that fixup the symlinks have also
been removed as there is no more need for them.

Alex Rickabaugh be24f9f0cb feat(docs-infra): Convert AIO to use the new Service Worker 5.0.0. (#19795)
AIO is currently using a beta version of @angular/service-worker.
Since that was implemented, the SW has been rewritten and released
as part of Angular 5.0.0. This commit updates AIO to use the latest
implementation, with an appropriate configuration file that caches
the various AIO assets in useful ways.

Georgios Kalpakas 7a965dc58f build(aio): add support for using the locally built Angular packages for aio
This commit allows building angular.io against the locally built Angular
packages. It adds two new npm scripts:

- `setup-local`: Same as `setup`, but overwrites the Angular packages for both
  angular.io and the examples boilerplate with the locally built ones.
- `build-local`: Same as `build`, but uses `setup-local` instead of `setup`
  under the hood, thus overwriting installed Angular packages with locally built
  ones.

Georgios Kalpakas 90bc5b221b fix(aio): only register ServiceWorker in production mode
Since abb36e3cb, we no longer rely on the cli to set up ServiceWorker, but do it
manually as part of `yarn build`. When using `ng serve`, registering the
ServiceWorker fails, because we haven't created `ngsw-manifest.json` nor copied
`worker-basic.min.js` into dist.

This commit works around this, by only registering the service worker in
production mode (which is what the cli does too).

Caveat:
It is not possible to enable ServiceWorker with `ng serve`/`yarn start` and
using the `--prod` flag will try to register it, but fail because the necessary
files (`ngsw-manifest.json` and `worker-basic.min.js`) will not be available.
(As a work-around, you can use `yarn build` and serve the files in `dist/` with
`yarn http-server -- dist -p 4200`.)

Peter Bacon Darwin 58f080a325 build(aio): add `doc-watch` yarn task for docs authors
This task is suitable for day to day docs authoring.

This task cuts corners, which makes it much faster than a full `yarn docs`
run but it does not produce completely valid output.
In general this isgood enough for authors to see their changes as they make them.

The task is triggered by a call to

```
yarn docs-watch
```

This sets up watchers on the `aio/contents` and `packages` folders.
Any changes to files below these folders new doc generation run to start.
The input to the generation is confined to a collection of files related
to the changed file. For example:

* a change to a file in `aio/content/marketing` will generate all the
marketing files.
* a change to a file in `aio/content/tutorial` or `aio/examples/toh-*`
will generate all the tutorial files (and their embedded examples).
* a change to a file in `aio/guide` or `aio/examples` (but not a `toh-`
example) will generate the appropriate guide and its embedded examples
* a change to a file in `packages` or `packages/examples` will generate
the appropriate API doc and its embedded examples.

Be aware that the mapping between docs and its examples are based on doc file
and example folder structure being equivalent. Sometimes a doc will reference
an example in a different folder, in which case the generated doc will be
inaccurate. Mostly this is not a big problem.

Pete Bacon Darwin 600402d440 build(aio): big move of docs related files (#14361)
All the docs related files (docs-app, doc-gen, content, etc)
are now to be found inside the `/aio` folder.

The related gulp tasks have been moved from the top level
gulp file to a new one inside the `/aio` folder.

The structure of the `/aio` folder now looks like:
