Previously, an instance of HttpParams would retain its list of mutations
after they have been materialized as a result of a read operation. Not
only does this unnecessarily hold onto memory, more importantly does it
introduce a bug where branching of off a materialized instance would
reconsider the set of mutations that had already been applied, resulting
in repeated application of mutations.
This commit fixes the bug by clearing the list of pending mutations
after they have been materialized, such that they will not be considered
once again for branched off instances.

Since we build and publish the individual packages
using Bazel and `build.sh` has been removed, we can
safely remove the `rollup.config.js` files which are no
longer needed because the `ng_package` bazel rule
automatically handles the rollup settings and globals.

We are close enough to blacklist a few test targets, rather than whitelist targets to run...
Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.
This is the updated overview of ivy related bazel tags:
- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit
- fixme-ivy-local: target that doesn't yet build or run under ivy with --compile=local
- no-ivy-jit: target that is not intended to build or run under ivy with --compile=jit
- no-ivy-local: target that is not intended to build or run under ivy with --compile=local

All errors for existing fields have been detected and suppressed with a
`!` assertion.
Issue/24571 is tracking proper clean up of those instances.
One-line change required in ivy/compilation.ts, because it appears that
the new syntax causes tsickle emitted node to no longer track their
original sourceFiles.

When a HTTP Interceptor injects HttpClient it causes a DI cycle. This fix is to use Injector to lazily inject HTTP_INTERCEPTORS while setting up the HttpHandler on the server so as to break the cycle.

Angular Package Format v6 stops bundling files in the esm5 and esm2015
directories, now that Webpack 4 can tree-shake per-file.
Adds some missing files like package.json to make packages closer to
what we publish today.
Refactor ng_package to be a type of npm_package and re-use the packaging
action from that rule.
