Andrew Kushnir f2c00aab8d ci: remove IE 9 and IE 10 from CI (#38931)
This commit removes IE 9 and IE 10 from the browser configuration that is used by CI, so tests
would no longer be executed in these browsers.

Paul Gschwendtner aa847cb014 build: run browsers tests on chromium locally (#38435)
Previously we added a browser target for `firefox` into the
dev-infra package. It looks like as part of this change, we
accidentally switched the local web testing target to `firefox`.

Web tests are not commonly run locally as we use Domino and
NodeJS tests for primary development. Sometimes though we intend
to run tests in a browser. This would currently work with Firefox
but not on Windows (as Firefox is a noop there in Bazel).

This commit switches the primary browser back to `chromium`. Also
Firefox has been added as a second browser to web testing targets.

This allows us to reduce browsers in the legacy Saucelabs job. i.e.
not running Chrome and Firefox there. This should increase stability
and speed up the legacy job (+ reduced rate limit for Saucelabs).

Joey Perrott c8c0063499 ci: disable saucelabs tests on Firefox ESR while investigating failures (#37647)
Firefox ESR tests fail running the acceptance tests on saucelabs. These tests are being
disabled while investigating the failure as it is not entirely clear whether this is
saucelabs failure or a something like a memory pressure error in the test itself.

Joey Perrott 044a19966d ci: temporarily disable Android 10 browser unit tests on Saucelabs (#37399)
Disabling Android 10 browser unit tests on Saucelabs due to errors.

After remediation from Saucelabs to correct the discovered failures, this change can be reverted to renable the tests on Android 10.

Example of failures seen:

Paul Gschwendtner a20fcbbe06 ci: re-enable chrome mobile tests on android (#32447)
With 63dff9c888, we temporarily disabled
the chrome mobile tests on Android because the launched browsers weren't
able to load the karma page through the tunnel.

The Saucelabs support responded to a ticket that we opened and said that
there were issues with those browsers which are now resolved.

Paul Gschwendtner c9810064cb ci: lock chrome and firefox versions for saucelabs (#29529)
With 0f1da49b86, the Chrome beta job has
been disabled because a new Chrome beta has been released, but Saucelabs
didn't support a chromedriver that is compatible with that given beta version.

Now the topic of pinning these external browsers to a specific version came up. In order to make the build less prone to unexpected new versions, we need to
_permanently_ disable the Chrome beta browser. Otherwise pinning `SL_CHROME`
to a specific version does not statisfy the requirement of making the CI jobs
more deterministic.

See original discussion: https://github.com/angular/angular/pull/29518#discussion_r269140676

Chrome can be pinned to Chrome v73 (latest stable version at time of this commit)
Firefox can be pinned to Firefox v65 (latest stable version available in Saucelabs platform)

Paul Gschwendtner 0f1da49b86 ci: temporarily disable chrome beta for saucelabs (#29518)
We need to temporarily disable Chrome beta within the
`legacy-saucelabs-tests` and `test_saucelabs_bazel` job.

This is necessary because Saucelabs added Chrome v74 to their
beta version channel without providing the corresponding
chromedriver that is *required* for that beta version.

Explicitly specifying a chromedriver within the Selenium browser
capabilities doesn't seem to work because Saucelabs seems to mirror
their supported chromedriver versions. Meaning that we can't explicitly
use chromedriver.storage.googleapis.com/index.html?path=74.0.3729.6/
