Chuck Jazdzewski f96142cd7c build: remove references to `tsc-wrapped` (#19298) 
With this commit `ngc` is used instead of `tsc-wrapped` for
collecting metadata and tsickle rewriting and `tsc-wrapped`
is removed from the repository.

`@angular/tsc-wrapped@5` is now deprecated and is no longer
used, updated, or maintained as part as of Angular 5.x.x.

`@angular/tsc-wrapped@4` is still maintained and required by
Angular 4.x.x and will be maintained as long as 4.x.x is in
LTS.

Tobias Bosch bb0460b93b refactor(core): don’t use switch fall through but rather multiple `if`s 
V8 does this internally any ways. This way, we can also keep the existing
dirty checking order, which some apps sadly rely on.

Tobias Bosch 2f87eb52fe feat(core): add initial view engine (#14014) 
The new view engine allows our codegen to produce less code,
as it can interpret view definitions during runtime.

The view engine is not feature complete yet, but already
allows to implement a tree benchmark based on it.

Also rename `examples/tsconfig.json` into `examples/tsconfig-build.json`
so that it does not shadow the main `tsconfig.json` in editors

Also adds `noImplicitAny` and `declarations`

Alex Eagle 37b617dccf chore(tsickle): add @Annotation annotations 
This lets users continue using runtime-sideeffect Decorators if they choose,
only down-leveling the marked ones to Annotations.

Also remove the "skipTemplateCodegen" option, which is no longer needed
since Angular compiles with tsc-wrapped rather than ngc. The former doesn't
include any codegen.

Alex Eagle 3331321f64 build(ngc): run integration test hermetically 
This ensures we run in a clean directory, using our real distribution. It finds bugs like @internal
APIs needed to type-check in the offline compiler, as well as problems in package.json.

Also move tsc-wrapped under tools/@angular

This allows angular's build to depend on some extensions, but not on code generation, and breaks a cycle in the angular build
We now merge ts-metadata-collector into tsc-wrapped and stop publishing the former.

This lets us down-level Decorators with tsickle and produce .metadata.json
files for users to reference when offline-compiling their app.
