Usages of `NgTools_InternalApi_NG_2` from `@angular/compiler-cli` will now throw an error. Adds `listLazyRoutes` to `@angular/compiler-cli/ngtools2.ts` for getting the lazy routes of a `ng.Program`. PR Close #19836
