Concept properties are not being saved while using the operation apply-codesystem-delta-add (#2577)

* fix issue #2280

* revert the indentation back.

* revert-back untouched changes.

* saving concept properties using the operation apply-codesystem-delta-add

* fix test cases; add check for null properties

* fix test; expected file descriptors
