fix-matchers-not-contains-in-asserts (#3913)
* test * replace not(contains()) * make a util class to replace not(hasItems()) and not(containsInAnyOrder()) * replace not(hasItems()) and not(containsInAnyOrder()) * add javadocs to new util class * test for util class * Addressing comments from code review. * Adding static import.
