ci: bump CircleCI cache version prefix (#35711) 

The changes to yarn.lock for the `$localize` typings
support are not filtering through because the cache
contains nested packages that are causing compilation
errors.

This change will force the cache to invalidate and allows
us to have a clean node_modules folder.
