This commit fixes a bug in View Engine whereby the compiler errorneously
thinks that a method of a component has decorator metadata when that
method is one of those in `Object.prototype`, for example `toString`.
This bug is discovered in v10.0.4 of `@angular/language-service` after
the default bundle format was switched from ES5 to ES2015.
ES5 output:
```js
if (propMetadata[propName]) {
decorators.push.apply(decorators, __spread(propMetadata[propName]));
}
```
ES2015 output:
```js
if (propMetadata[propName]) {
decorators.push(...propMetadata[propName]);
}
```
The bug was not discovered in ES5 because the polyfill for the spread
operator happily accepts parameters that do not have the `iterable`
symbol:
```js
function __spread() {
for (var ar = [], i = 0; i < arguments.length; i++)
ar = ar.concat(__read(arguments[i]));
return ar;
}
```
whereas in es2015 it’ll fail since the iterable symbol is not present in
`propMetadata['toString']` which evaluates to a function.

Fixes all TypeScript failures caused by enabling the `--strict`
flag for test source files. We also want to enable the strict
options for tests as the strictness enforcement improves the
overall codehealth, unveiled common issues and additionally it
allows us to enable `strict` in the `tsconfig.json` that is picked
up by IDE's.

Folding errors passed calls prevented the static reflector from
begin able to ignore errors in annotations it doesn't know as
the call to the unknown annotation was elided from the metadata.

Previously, `listLazyRoute` would store invalid information in a compiler
internal cache, which lead to incorrect paths that were used during emit.

Also adds auto upgrade from lower version based
on the .d.ts file (e.g. from version 3 to 4).
This is needed as we are now also capturing type aliases
in metadata files (and we rely on this),

- temporarily keeps the old sources under packages/tsc-wrapped

- removes the compiler options `disableTransformerPipeline` that was introduced

The static reflectory check for macro function recursion was too
agressive and disallowed calling a function with argument that also
calls the same function. For example, it disallowed nested animation
groups.

Allows to inherit ctor args, lifecycle hooks and statics from a class
in another compilation unit.
Will error if trying to inherit from a class in another compilation unit
that has an `@Component` / `@Directive` / `@Pipe` / `@NgModule`.
