When this command is run on CI, `yarn build` has already been run, so
this was unnecessarily building angular.io again (adding ~4mins to the
`aio` job).
When this command is run locally, it is most often about testing a new
`lighthouse` version/config, so you don't need to build angular.io over
and over (and if necessary, one can always run `yarn build` manually).

Checks that cause the doc-gen to fail were already disabled in `docs-watch`
for the doc-gen that runs when a file is changed.
Now these checks are also disabled for the initial doc-gen run.

By setting `renderExamples.ignoreBrokenExamples = true` the doc-gen will
not fail if there is something wrong with an example. Instead it will
just log a warning.
Installing dependencies for the docs examples fails, because the
lockfile is out-of-sync with the corresponding `package.json`.
This commit brings the lockfile in sync with `package.json`.
(For reference, this was accidentally broken in #20039.)

The GaService and the E2E specs were unnecessarily complicated and had
arbitrary async timeouts to ensure that the interplay between the GA
library code and the rest of the app worked correctly. This resulted
in potential flaky tests if the timeouts were not adequate; this was
experienced when Travis upgraded to Chrome 62.
The new approach is to block loading of the Analytics library altogether
if there is a `__e2e__` flag set in the `SessionStorage` of the browser.
It doesn't appear to be enough just to set the flag directly on the
window. I think this is because the window gets cleaned when navigation
occurs (but I am not certain).
The downside of this is that we had to add a small piece of extra logic
to the GA snippet in index.html; and we also had to switch from using
`<script async ...>` to a programmatic approach to loading the GA library
which prevents the browser from eagerly fetching the library. This may
be mitigated by adding it to the HTTP/2 push configuration of the Firebase
hosting.

The tooling for boilerplate was also running `yarn install` on the examples'
shared folder. But since this is handled by `ng-packages-installer` this
commit refactors the tools so that the boilerplate no longer does this
anymore.

The new v5 version of this toolkit is too incompatible for us to run
AIO against both versions. So for now we will ignore this libary when
running against local Angular distributions and continue to use the

`ng build ...` must be the last command on the corresponding yarn script,
because it needs to be passed extra arguments (such as the target environment)
in specific cases.
This commit allows building angular.io against the locally built Angular
packages. It adds two new npm scripts:
- `setup-local`: Same as `setup`, but overwrites the Angular packages for both
angular.io and the examples boilerplate with the locally built ones.
- `build-local`: Same as `build`, but uses `setup-local` instead of `setup`
under the hood, thus overwriting installed Angular packages with locally built
ones.

Previously, the upload server (for PR previews) was run as root and
"downleveled" to a non-privileged user from inside the node script.
Now, with the latest version of `pm2` (which is used to run the upload server
scripts), we can get rid of that workaround and set the desired UID directly
through `pm2`.
This change will enable people to link to the API docs via their selectors
or names, as used in a template.
Since the selectors can be quite complex we are not able to get 100%
accuracy.

For classes, the tree of subclasses is rendered, recursively.
For interfaces, the descendants are separated into child interfaces, which
extend the interface, and classes, which implement the interface.

With this commit `ngc` is used instead of `tsc-wrapped` for
collecting metadata and tsickle rewriting and `tsc-wrapped`
is removed from the repository.
`@angular/tsc-wrapped@5` is now deprecated and is no longer
used, updated, or maintained as part as of Angular 5.x.x.
`@angular/tsc-wrapped@4` is still maintained and required by
Angular 4.x.x and will be maintained as long as 4.x.x is in
LTS.
