Paul Gschwendtner 444d838905 build: wire up new CLDR generation tool within Bazel (#42230)
Introduces a few Starlark macros for running the new Bazel
CLDR generation tool. Wires up the new tool so that locales
are generated properly. Also updates the existing
`closure-locale` file to match the new output generated by the Bazel tool.

This commit also re-adds a few locale files that aren't
generated by CLDR 37, but have been accidentally left in
the repository as the Gulp script never removed old locales
from previous CLDR versions. This problem is solved with the
Bazel generation of locale files, but for now we re-add these
old CLDR 33 locale files to not break developers relying on these
(even though the locale data indicies are incorrect; but there might
be users accessing the data directly)

Igor Minar a1001f2ea0 fix(core): disable tsickle pass when producing APF packages (#37221)
As of TypeScript 3.9, the tsc emit is not compatible with Closure
Compiler due to
https://github.com/microsoft/TypeScript/pull/32011.

There is some hope that this will be fixed by a solution like the one
proposed in
https://github.com/microsoft/TypeScript/issues/38374 but currently it's
unclear if / when that will
happen.

Since the Closure support has been somewhat already broken, and the
tsickle pass has been a source
of headaches for some time for Angular packages, we are removing it for
now while we rethink our
strategy to make Angular Closure compatible outside of Google.

This change has no effect on our Closure compatibility within Google
which work well because all the
code is compiled from sources and passed through tsickle.

This change only disables the tsickle pass but doesn't remove it.

A follow up PR should either remove all the traces of tscikle or
re-enable the fixed version.

BREAKING CHANGE: Angular npm packages no longer contain jsdoc comments
to support Closure Compiler's advanced optimizations

The support for Closure compiler in Angular packages has been
experimental and broken for quite some
time.

As of TS3.9 Closure is unusable with the JavaScript emit. Please follow
https://github.com/microsoft/TypeScript/issues/38374 for more
information and updates.

If you used Closure compiler with Angular in the past, you will likely
be better off consuming
Angular packages built from sources directly rather than consuming the
version we publish on npm
which is primarily optimized for Webpack/Rollup + Terser build pipeline.

As a temporary workaround you might consider using your current build
pipeline with Closure flag
`--compilation_level=SIMPLE`. This flag will ensure that your build
pipeline produces buildable and
runnable artifacts, at the cost of increased payload size due to
advanced optimizations being disabled.

Alan Agius 2e493edf80 build: provide full paths to `ts_api_guardian_test_npm_package` and `ts_api_guardian_test` (#36034)
ts-api-guardian uses `require.resolve` to resolve the actual and golden files under bazel. In Windows for these files to be resolved correct the full path including the workspace name as per the MANIFEST entries is required.

This used to be the case until the recent changes done to use npm_integration tests

Joey Perrott 15f8afa4bf ci: move public-api goldens to goldens directory (#35768)
Moves the public api .d.ts files from tools/public_api_guard to
goldens/public-api.

Additionally, provides a README in the goldens directory and a script
assist in testing the current state of the repo against the goldens as
well as a command for accepting all changes to the goldens in a single
command.

Greg Magolan dde68ff954 build: add npm_integration_test && angular_integration_test (#33927)
* it's tricky to get out of the runfiles tree with `bazel test` as `BUILD_WORKSPACE_DIRECTORY` is not set but I employed a trick to read the `DO_NOT_BUILD_HERE` file that is one level up from `execroot` and that contains the workspace directory. This is experimental and if `bazel test //:test.debug` fails than `bazel run` is still guaranteed to work as  `BUILD_WORKSPACE_DIRECTORY` will be set in that context

* test //integration:bazel_test and //integration:bazel-schematics_test exclusively

* run "exclusive" and "manual" bazel-in-bazel integration tests in their own CI job as they take 8m+ to execute

* Skip all integration tests that are now handled by angular_integration_test except the tests that are tracked for payload size; these are:
- cli-hello-world*

* add & pin @babel deps as newer versions of babel break //packages/localize/src/tools/test:test

@babel/core dep had to be pinned to 7.6.4 or else //packages/localize/src/tools/test:test failed. Also //packages/localize uses @babel/generator, @babel/template, @babel/traverse & @babel/types so these deps were added to package.json as they were not being hoisted anymore from @babel/core transitive.

NB: integration/hello_world__systemjs_umd test must run with systemjs 0.20.0
NB: systemjs must be at 0.18.10 for legacy saucelabs job to pass
NB: With Bazel 2.0, the glob for the files to test `"integration/bazel/**"` is empty if integation/bazel is in .bazelignore. This glob worked under these conditions with 1.1.0. I did not bother testing with 1.2.x as not having integration/bazel in .bazelignore is correct.

Alan 7b0e9eddd1 build: enable bundle_dts for core package (#28884)
`ng_module` will now include an `src/r3_symbol.d.ts` when compiling the core package under `ngc` togather with `dts bundling`, This is due that `ngcc` relies on this file to be present, but the `r3_symbols` file which is not part of our public api.

With this change, we can now ship an addition dts file which is flattened.

Paul Gschwendtner 6215799055 feat(core): update schematic to migrate to explicit query timing (#28983)
Introduces an update schematic for the "@angular/core" package
that automatically migrates pre-V8 "ViewChild" and "ContentChild"
queries to the new explicit timing syntax. This is not required
yet, but with Ivy, queries will be "dynamic" by default. Therefore
specifying an explicit query timing ensures that developers can
smoothly migrate to Ivy (once it's the default).

Igor Minar 4237c34c78 test(ivy): mark failing test targets with fixme-ivy-jit and fixme-ivy-local tags (#26471)
We are close enough to blacklist a few test targets, rather than whitelist targets to run...

Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.

This is the updated overview of ivy related bazel tags:

- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit
- fixme-ivy-local: target that doesn't yet build or run under ivy with --compile=local
- no-ivy-jit: target that is not intended to build or run under ivy with --compile=jit
- no-ivy-local: target that is not intended to build or run under ivy with --compile=local

Alex Rickabaugh d4cee514f6 refactor(ivy): obviate the Bazel component of the ivy_switch (#26550)
Originally, the ivy_switch mechanism used Bazel genrules to conditionally
compile one TS file or another depending on whether ngc or ngtsc was the
selected compiler. This was done because we wanted to avoid importing
certain modules (and thus pulling them into the build) if Ivy was on or
off. This mechanism had a major drawback: ivy_switch became a bottleneck
in the import graph, as it both imports from many places in the codebase
and is imported by many modules in the codebase. This frequently resulted
in cyclic imports which caused issues both with TS and Closure compilation.

It turns out ngcc needs both code paths in the bundle to perform the switch
during its operation anyway, so import switching was later abandoned. This
means that there's no real reason why the ivy_switch mechanism needed to
operate at the Bazel level, and for the ivy_switch file to be a bottleneck.

This commit removes the Bazel-level ivy_switch mechanism, and introduces
an additional TypeScript transform in ngtsc (and the pass-through tsc
compiler used for testing JIT) to perform the same operation that ngcc
does, and flip the switch during ngtsc compilation. This allows the
ivy_switch file to be removed, and the individual switches to be located
directly next to their consumers in the codebase, greatly mitigating the
circular import issues and making the mechanism much easier to use.

As part of this commit, the tag for marking switched variables was changed
from __PRE_NGCC__ to __PRE_R3__, since it's no longer just ngcc which
flips these tags. Most variables were renamed from R3_* to SWITCH_* as well,
since they're referenced mostly in render2 code.

Test strategy: existing test coverage is more than sufficient - if this
didn't work correctly it would break the hello world and todo apps.

Alex Rickabaugh 7983f0a69b ci(ivy): configure CI environments for Ivy JIT and AOT (#24309)
Two new CircleCI environments are created: test_ivy_jit and test_ivy_aot.
Both run a subset of the tests that have been marked with Bazel tags as
being appropriate for that environment.

Once all the tests pass, builds are published to the *-builds repo both
for the legacy View Engine compiled code as well as for ivy-jit and ivy-aot.

Alex Rickabaugh 1eafd04eb3 build(ivy): support alternate compilation modes to enable Ivy testing (#24056)
Bazel has a restriction that a single output (eg. a compiled version of
//packages/common) can only be produced by a single rule. This precludes
the Angular repo from having multiple rules that build the same code. And
the complexity of having a single rule produce multiple outputs (eg. an
ngc-compiled version of //packages/common and an Ivy-enabled version) is
too high.

Additionally, the Angular repo has lots of existing tests which could be
executed as-is under Ivy. Such testing is very valuable, and it would be
nice to share not only the code, but the dependency graph / build config
as well.

Thus, this change introduces a --define flag 'compile' with three potential
values. When --define=compile=X is set, the entire build system runs in a
particular mode - the behavior of all existing targets is controlled by
the flag. This allows us to reuse our entire build structure for testing
in a variety of different manners. The flag has three possible settings:

* legacy (the default): the traditional View Engine (ngc) build
* local: runs the prototype ngtsc compiler, which does not rely on global
  analysis
* jit: runs ngtsc in a mode which executes tsickle, but excludes the
  Angular related transforms, which approximates the behavior of plain
  tsc. This allows the main packages such as common to be tested with
  the JIT compiler.

Additionally, the ivy_ng_module() rule still exists and runs ngc in a mode
where Ivy-compiled output is produced from global analysis information, as
a stopgap while ngtsc is being developed.

Alex Rickabaugh 919f42fea1 feat(ivy): first steps towards JIT compilation (#23833)
This commit adds a mechanism by which the @angular/core annotations
for @Component, @Injectable, and @NgModule become decorators which,
when executed at runtime, trigger just-in-time compilation of their
associated types. The activation of these decorators is configured
by the ivy_switch mechanism, ensuring that the Ivy JIT engine does
not get included in Angular bundles unless specifically requested.

Alex Eagle 689f351092 build: expose flatModuleOutFile option on ng_module (#22814)
This lets projects like Material change ng_package "bundle index" files to non-conflicting paths

Currently packages like @angular/core ship with the generated metadata
in a path like 'core.js' which overwrites one of the inputs.

Angular material puts the generated file in a path like 'index.js'

Either way these files generated by ng_module rules have the potential
to collide with inputs given by the user, which results in an error.

Instead, give users the freedom to choose a different non-conflicting name.

Also this refactors the ng_package rule, removing the redundant
secondary_entry_points attribute.

Instead, we assume that any ng_module in the deps with a module_name
attribute is a secondary entry point.

Alex Eagle 88b3198c80 feat(bazel): change ng_package rule to APF v6 (#22782)
Angular Package Format v6 stops bundling files in the esm5 and esm2015
directories, now that Webpack 4 can tree-shake per-file.

Adds some missing files like package.json to make packages closer to
what we publish today.

Refactor ng_package to be a type of npm_package and re-use the packaging
action from that rule.

Alex Eagle b43b164a61 feat(bazel): add an ng_package rule (#22221)
This produces a directory following the Angular Package layout spec.

Includes integration test coverage by making a minimal ng_package in integration/bazel.
Unit tests verify the content of the @angular/core and @angular/common packages.

This doesn't totally match our current output, but is good enough to unblock some
early adopters.

It re-uses logic from the rollup_bundle rule in rules_nodejs. It should also
eventually have the .pack and .publish secondary targets like npm_package rule.
