Chuck Jazdzewski	b9521b568f	feat(compiler): support a non-null postfix assert (#16672 ) Template expressions can now use a post-fix `!` operator that asserts the target of the operator is not null. refactor(compiler-cli): move the expression expression type checker (#16562 )

The expression type checker moved from the language service
to the compiler-cli in preparation to using it to check
template expressions.
