feat(compiler): make .ngsummary.json files portable
...
This also allows to customize the filePaths in `.ngsummary.json` file
via the new methods `toSummaryFileName` and `fromSummaryFileName`
on the `CompilerHost`.

refactor(compiler): allow sync AOT compilation ( #16832 ).

AOT compilation can be executed synchronously now,
if the `ReosurceLoader` returns a string directly
(and no `Promise`).
