Keen Yee Liau 012a2b55e1 build(language-service): use 'export =' syntax for default export (#41165)
Tsserver expects `@angular/language-service` to provide a factory function
as the default export (commonjs-style) of the package.

The current implementation side steps TypeScript's import syntax by using
`module.exports = factory`.
This allows the code to incorrectly re-export other symbols:

```ts
export * from './api';
```

which transpiles to:

```js
var tslib_1 = require("tslib");
tslib_1.__exportStar(require("@angular/language-service/api"), exports);
```

Doing this meant that the package now has a runtime dependency on `tslib`,
which is totally unnecessary.

With the proper `export =` syntax, `tslib` is removed, and no other exports
are allowed.

Keen Yee Liau e986a9787b fix(language-service): use single entry point for Ivy and View Engine (#40967)
Currently there are two entry points for the `@angular/language-service`
package:

- `@angular/language-service`
  This default entry point is for View Engine LS. Through the redirection
  of `main` field in `package.json`, it resolves to
  `./bundles/language-service.js`.
- `@angular/language-service/bundles/ivy.js`
  This secondary entry point is for Ivy LS.

TypeScript recently changed the behavior of tsserver to allow only package
names as plugin names [1] for security reasons. This means the secondary
entry point for Ivy LS can no longer be used.
We implemented a quick hack in the module resolver (in the extension repo)
to fix this, but the long term fix should be in `@angular/language-service`.

Here, the `main` field in `package.json` is changed to `index.js`, and in the
index file we conditionally load View Engine or Ivy based on the input config.
This eliminates the need for multiple entry points.

As part of this PR, I also removed all source code for View Engine and Ivy
included in the NPM package. Consumers of this package should run the bundled
output and nothing else. This would help us prevent an accidental import that
results in execution of unbundled code.

ayazhafiz 950875c1ba refactor(language-service): pull out interfaces on package toplevel (#40621)
Two motivations behind this change:

1. We would like to expose the types of the Language Service to external
   users (like the VSCode extension) via the npm package, on the top
   level of the package
2. We would like the View Engine and Ivy LS to share a common interface
   (notably after the inclusion of `getTcb`, the Ivy LS upholds a
   strict superset of `ts.LanguageService`; previously both VE and Ivy
   LS were aligned on `ts.LanguageService`.)

To this end, this commit refactors the exports on the toplevel of the
`language-service/` package to just be types common to both the VE and
Ivy language services. The VE and Ivy build targets then import and use
these types accordingly, and the expectation is that an external user
will just import the relevant typings from the toplevel package without
diving into either the VE or Ivy sources.

Alex Rickabaugh 643c96184c refactor(language-service): introduce DisplayParts abstraction for Ivy (#39505)
This commit refactors the QuickInfo abstraction shared between the VE and
Ivy services and used to implement hover tooltips (quick info), which was
extracted from the VE code in commit faa81dc. The new DisplayParts
abstraction is more general and can be used to extract information needed by
various LS functions (e.g. autocompletion).

This commit effectively reverts faa81dc, returning the original code to the
VE implementation as the Ivy code is now diverged.

Andrew Scott faa81dcdd1 refactor(language-service): Extract common methods from VE and Ivy to new package (#39098)
Rather than having the Ivy implementation add the VE code to the deps
list, create a new common package that both Ivy and VE depend on. This
will make it more straightforward in the future to remove the VE code
completely.

Keen Yee Liau bd71f10234 build(language-service): Remove ls_rollup_bundle (#38086)
`ls_rollup_bundle` is no longer needed since we could invoke `ng_rollup_bundle`
directly.

Background: language service runs rollup to produce a single file to reduce
startup time in the editor. However, due to the need to load dynamic versions
of typescript at runtime (think the case where users can change typescript
version in their editor), we hack the "banner" to export a CommonJS default function,
so that we could dynamically load the typescript module provided at runtime via AMD
and use it throughout the implementation.

Keen Yee Liau 40025f55ad refactor(language-service): move TS utils to separate file (#36984)
This commit refactors TS-only utility functions to a separate file so
that they could be shared with Ivy language service.
A separate ts_library rule is created so that there is no dependency on
`compiler` and `compiler-cli` to make the compilation fast and
light-weight.
The method `getPropertyAssignmentFromValue` is modified slightly to
improve the ergonomics of the function.

Keen Yee Liau 95a407d9dd build: Add entry point for Ivy language service (#36864)
This commit adds a new entry point for the Ivy version of language
service. The entry point is just a shell for now, implementation will be
added in subsequent PRs.

The Ivy version of language service could be loaded from the NPM package
via `require(@angular/language-service/bundles/ivy.umd.js)`

Greg Magolan dde68ff954 build: add npm_integration_test && angular_integration_test (#33927)
* it's tricky to get out of the runfiles tree with `bazel test` as `BUILD_WORKSPACE_DIRECTORY` is not set but I employed a trick to read the `DO_NOT_BUILD_HERE` file that is one level up from `execroot` and that contains the workspace directory. This is experimental and if `bazel test //:test.debug` fails than `bazel run` is still guaranteed to work as  `BUILD_WORKSPACE_DIRECTORY` will be set in that context

* test //integration:bazel_test and //integration:bazel-schematics_test exclusively

* run "exclusive" and "manual" bazel-in-bazel integration tests in their own CI job as they take 8m+ to execute

* Skip all integration tests that are now handled by angular_integration_test except the tests that are tracked for payload size; these are:
- cli-hello-world*
- hello_world__closure

* add & pin @babel deps as newer versions of babel break //packages/localize/src/tools/test:test

@babel/core dep had to be pinned to 7.6.4 or else //packages/localize/src/tools/test:test failed. Also //packages/localize uses @babel/generator, @babel/template, @babel/traverse & @babel/types so these deps were added to package.json as they were not being hoisted anymore from @babel/core transitive.

NB: integration/hello_world__systemjs_umd test must run with systemjs 0.20.0
NB: systemjs must be at 0.18.10 for legacy saucelabs job to pass
NB: With Bazel 2.0, the glob for the files to test `"integration/bazel/**"` is empty if integation/bazel is in .bazelignore. This glob worked under these conditions with 1.1.0. I did not bother testing with 1.2.x as not having integration/bazel in .bazelignore is correct.

Greg Magolan 1c22e464b2 build: remove deps on legacy nodejs rules rollup_bundle internals (#33201) (#33607)
The legacy nodejs rules rollup_bundle is now deprecated and will be removed in the nodejs rules 1.0 release due in mid-November. This PR brings in the rules_nodejs internal API deps that ng_rollup_bundle, ng_package and ls_rollup_bundle depend on into this repo to break the dependency. In the future these rules should switch to use the new rollup_bundle via a macro as done in https://github.com/angular/angular/pull/33329 but this is not possible right now due to the complication of having esm5 re-rooted ts_library dependencies.

The es6 sources now have .mjs extensions so they no longer need to be re-rooted to `{package}.es6`. This eliminates the need for the collect_es6_sources() function.

Note: repo has been updated to the newest working version of rollup which is 1.25.2. There is some regression in 1.26.0 which causes the following bundling failure:

Updating to 4.3.4 (https://github.com/terser/terser/blob/master/CHANGELOG.md) turns comments preservation on by default which increases the size of the //packages/core/test/bundling/todo:bundle.min.js in CI. After bazelbuild/rules_nodejs#1317 terser can be updated to the latest as passing —comments /a^/ to args can turn off all comments for the //packages/core/test/bundling/todo:bundle.min.js size test.

The legacy nodejs rules rollup_bundle is now deprecated and will be removed in the nodejs rules 1.0 release due in mid-November. Alex Rickabaugh 7983f0a69b ci(ivy): configure CI environments for Ivy JIT and AOT (#24309)
Two new CircleCI environments are created: test_ivy_jit and test_ivy_aot.
Both run a subset of the tests that have been marked with Bazel tags as
being appropriate for that environment.

Once all the tests pass, builds are published to the *-builds repo both
for the legacy View Engine compiled code as well as for ivy-jit and ivy-aot.

Alex Eagle 88b3198c80 feat(bazel): change ng_package rule to APF v6 (#22782)
Angular Package Format v6 stops bundling files in the esm5 and esm2015
directories, now that Webpack 4 can tree-shake per-file.

Adds some missing files like package.json to make packages closer to
what we publish today.

Refactor ng_package to be a type of npm_package and re-use the packaging
action from that rule.
