Hcl2 input variables, local variables and functions (#8588)
Mainly redefine or reused what Terraform did.
* allow to used `variables`, `variable` and `local` blocks

The HCL language includes a number of built-in functions that you can

syntax for function calls is a function name followed by comma-separated
