- Add the build region to the list of regions for the artefact
- Corrected docs: `snapshot_name` doesn't have to be unique.
- Updated example to use Ubuntu 16.04

to the blank identifier to prevent namespace collisions. We'll let the
step authors opt-in to using the context.

...
The state_timeout config allows you to determine the timeout
for "waiting for droplet to become [active, off, etc.]".
This still defaults to 3 minutes.
