Run now takes a context as well as a statebag. We'll assign the context
to the blank identifier to prevent namespace collisions. We'll let the
step authors opt-in to using the context.

Do not override region in OCI builder
...
Only default the OCI builder region to us-phoenix-1 when no value is
present in the packer template and the OCI config file.
