HCL2: generate hcl tags with go-cty tags too (#9306)
This will allow to generate the config files:

import (
	"fmt"

	"github.com/hashicorp/hcl/v2/gohcl"

	"github.com/hashicorp/packer/builder/alicloud/ecs"
