PEP 458: use "OpenPGP" instead of "GPG" (#1287)
* PEP 458: use "OpenPGP" instead of "GPG". The signature format is OpenPGP. Other OpenPGP implementations exist aside from gpg, the OpenPGP tool from the GnuPG project.
