Someone pointed out "with not veto by the steering council" could be misconstrued as suggesting the SC has no veto powers when it actually does.

Various typo/grammar/style fixes (#1789) 
Changes detected by Topy (https://github.com/intgr/topy), all changes
verified by hand, false positives have been omitted.

These range from straight-out misspellings to debatable hyphen placement.
The hyphen changes are supported by grammar manuals of style.

Change PEP 13 to use Approval voting (#1197) 
Change PEP 13 to make the Council Election use regular (multiwinner) approval voting, the same thing used for the PSF board elections, instead of restricting the number of votes to the number of seats in the Council.
