Guido van Rossum e31746e7fc Change the status of a whole lotta PEPs.
Some are marked final years after the work was completed and released;
others are rejected after sitting idly for years.

Greg Stein b30961a2fe Per PEP 12, the body of paragraphs should not be indented. This commit
reflows all of the text, but makes no content changes.

The numbered list was indented appropriately for recognition, but
(again) no content changes occurred.

Greg Stein 65fa39f94a There is no way that #268 is going to be completed in time for Python 2.2.

Greg Stein 919d69018d Update the text to use direct RFC references (to automagically pick up URLs
to those specs). Fix the PEP: header at top, after Barry's renumbering.

Jeremy Hylton's "Optimized Access to Module Namespaces" PEP gets 267.

We'll let Greg slide this time, so his (albeit incomplete other than a
Rationale) PEP gets 268.  It must get filled in soon though or it'll
get moved to the "Empty" category. :(
