Use correct status for PEP 496 ( #300 )

PEP 496 was never Accepted or Active, so the correct status
is "Rejected in favour of PEP 508" rather than "Superseded
by PEP 508".

Mark PEP 496 as Superseded
...
PEP 508 ended up covering all the details of dependency declarations,
including environment markers.
"Superseded" seems to better reflect that status than "Rejected".
