Apply javadoc warnings plugin to aspects

The aspects module currently runs :javadoc as NO-SOURCE because it only contains AspectJ sources. Apply javadoc-warnings-error for consistency with other modules and future Java sources.

Refine upgradeEncoding condition in DaoAuthenticationProvider

After adding jspecify support in the module that contains the
DaoAuthenticationProvider class, we actually changed the contract logic,
which is a good thing, and this commit fixes it.
