UX: Split `hide_profile_and_presence` user option (#29632)
It splits the hide_profile_and_presence user option and the default_hide_profile_and_presence site setting for more granular control. It keeps the option to hide the profile under /u/username/preferences/interface and adds the presence toggle in the quick user menu.

FEATURE: Add user preference to disable smart lists (#29434)
Followup 30fdd7738e

Adds a new site setting and corresponding user preference
to disable smart lists. By default they are enabled, because
this is a better experience for most users. A small number of
users would prefer to not have this enabled.

Smart lists automatically append new items to each
list started in the composer when enter is pressed. If
enter is pressed on an empty list item, it is cleared.

This setting will be removed when the new composer is complete.

FIX: send activity summaries based on "last seen" (#27035)
instead of "last emailed" so that people getting email notifications (from a watched topic for example) also get the activity summaries.

DEV: Improve code comment about when ignored columns can be removed (#26894)
Ignored columns can only be dropped when its associated post-deploy
migration has been promoted to a regular migration. This is so because
Discourse doesn't rely on a schema file system to setup a brand new
database and thus the column information will be loaded by the
application first before the post-deploy migration runs.

FEATURE: encourage users to set chat thread titles (#26617)
This change encourages users to title their threads to make it easier for other users to join in on conversations that matter to them.

The creator of the chat thread will receive a toast notification prompting them to add a thread title when on mobile and the thread has at least 5 sent replies.

FIX: muted tags breaking hot page when filtered to tags (#25824)
Also, remove experimental setting and simply use top_menu for feature detection

This means that when people eventually enable the hot top menu, there will
be topics in it

This commit adds 2 new site settings `default_sidebar_link_to_filtered_list` and `default_sidebar_show_count_of_new_items` to control the default values for the navigation menu preferences that were added in the linked commit (`sidebar_link_to_filtered_list` and `sidebar_show_count_of_new_items` respectively).

In this PR, we are allowing users to override it. The option is only displayed when the user has watched categories and muted tags, or vice versa.

FEATURE: Split navigation preference for count and behavior of sidebar links (#22203)
This PR splits up the preference that controls the count vs dot and destination of sidebar links, which is really hard to understand, into 2 simpler checkboxes:

The new preferences/checkboxes are off by default, but there are database migrations to switch the old preference to the new ones so that existing users don't have to update their preferences to keep their preferred behavior of sidebar links when this changed is rolled out.

FEATURE: Chat header icon indicator preference (#20474)
This commit allows the user to set their preference vis-a-vis
the chat icon in the header of the page. There are three options:

- All New (default) - This maintains the existing behaviour where
  all new messages in the channel show a blue dot on the icon
- Direct Messages and Mentions - Only show the green dot on the
  icon when you are directly messaged or mentioned, the blue dot
  is never shown
- Never - Never show any dot on the chat icon, for those who
  want tractor-beam-laser-focus

FEATURE: Implement new onboarding popups (#18362)
This commit introduces a new framework for building user tutorials as
popups using the Tippy JS library. Currently, the new framework is used
to replace the old notification spotlight and tips and show a new one
related to the topic timeline.

All popups follow the same structure and have a title, a description and
two buttons for either dismissing just the current tip or all of them
at once.

The state of all seen popups is stored in a user option. Updating
skip_new_user_tips will automatically update the list of seen popups
accordingly.

FEATURE: Highlight expired bookmark reminders (#15317)
The user can select what happens with a bookamrk after it expires. New
option allow bookmark's reminder to be kept even after it has expired.
After a bookmark's reminder notification is created, the reminder date
will be highlighted in red until the user resets the reminder date.
User can do that using the new Clear Reminder button from the dropdown.

FIX: Dismiss new with better migration (#12062)
Original PR was reverted because of broken migration https://github.com/discourse/discourse/pull/12058

I fixed it by adding this line
```
          AND topics.id IN(SELECT id FROM topics ORDER BY created_at DESC LIMIT :max_new_topics)
```

This time it is left joining a limited amount of topics. I tested it on few databases and it worked quite smooth

FEATURE: add user opt to select bookmarks as home (#10597)
Admins can currently add the bookmarks discovery route link
to the homepage interface, but users can't presently select
that as their default home view.  This change facilitates that,
adding the option to the existing Default Home Page dropdown on
the User Preferences Interface page.

FIX: display correct status on unsubscribe page (#10294)
There was a bug that even when `email_digest` was set to false but
`digest_after_minutes` was positive, we were not displaying correct
status.

In addition, the message is improved when the user is unsubscribed +
unsubscribe from all is hidden.

* FEATURE: Allow List for PMs

This feature adds a new user setting that is disabled by default that
allows them to specify a list of users that are allowed to send them
private messages. This way they don't have to maintain a large list of
users they don't want to here from and instead just list the people they
know they do want. Staff will still always be able to send messages to
the user.

FIX: Digest frequency issue on user creation
If `default email digest frequency` was set to "Never", users would get
a `digest_after_minutes` set to `nil` which triggered this error
in the logs if/when the site eventually changed that setting and
enabled digests:
