zogstrip 6e54696003 FIX: corrently handle hidden tags when checking for edit conflicts
In 806e37aaec, I improved the conflict handling when editing a post to account for title and tags.

This fixes an edge cases when a topic has a hidden tag the current editor can't see. When they submit their edit, we automatically add the hidden tags before checking with the tags stored in the database.

FIX: Load categories with user activity and drafts (#26553)

user activity items and drafts because the categories may not be
preloaded on the client side.

DEV: Allow fab! without block (#24314)
The most common thing that we do with fab! is:

    fab!(:thing) { Fabricate(:thing) }

This commit adds a shorthand for this which is just simply:

    fab!(:thing)

i.e. If you omit the block, then, by default, you'll get a `Fabricate`d object using the fabricator of the same name.

SECURITY: Limit number of drafts per user and length of `draft_key`
The hidden site setting max_drafts_per_user defaults to 10_000 drafts per user.
The longest key should be "topic_<MAX_BIG_INT>" which is 25 characters.

SECURITY: Impose a upper bound on limit params in various controllers
What is the problem here?

In multiple controllers, we are accepting a `limit` params but do not
impose any upper bound on the values being accepted. Without an upper
bound, we may be allowing arbituary users from generating DB queries
which may end up exhausing the resources on the server.

What is the fix here?

A new `fetch_limit_from_params` helper method is introduced in
`ApplicationController` that can be used by controller actions to safely
get the limit from the params as a default limit and maximum limit has
to be set. When an invalid limit params is encountered, the server will
respond with the 400 response code.

FIX: Don't render error for bad-sequence (#21187)
We are seeing issues with the composer not being able to close due to the addition of a error message when rescuing from `Draft::OutOfSequence`. This PR will revert to the original solution implemented prior to https://github.com/discourse/discourse/pull/21148 that just silently rescues from `Draft::OutOfSequence`

FEATURE: Allow drafts to be deleted via the API (#21148)
This PR adds the ability to destroy drafts for a passed user via the API. This was not possible before as this action was reserved for only your personal drafts.

If a user is an admin and calls the `#destroy` action from the API they are able to destroy a draft for a passed user. A user can be targeted by passed either their:
- username
- external_id (for SSO) 

to the request.

In the case you attempt to destroy a non-personal draft and
- You are not an admin
- You do not access the `#destroy` action via the API

you will raise a `Discourse::InvalidAccess` (403) and will not succeed in destroying the draft.

DEV: Automatically require 'rails_helper' in all specs (#16077)
It's very easy to forget to add `require 'rails_helper'` at the top of every core/plugin spec file, and omissions can cause some very confusing/sporadic errors.

By setting this flag in `.rspec`, we can remove the need for `require 'rails_helper'` entirely.

FEATURE: Cook drafts excerpt in user activity (#14315)
The previous excerpt was a simple truncated raw message. Starting with
this commit, the raw content of the draft is cooked and an excerpt is
extracted from it. The logic for extracting the excerpt mimics the the
`ExcerptParser` class, but does not implement all functionality, being
a much simpler implementation.

The two draft controllers have been merged into one and the /draft.json
route has been changed to /drafts.json to be consistent with the other
route names.

Sam Saffron 4ea21fa2d0 DEV: use #frozen_string_literal: true on all spec
This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.

Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction
