This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.
Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction
The wizard searches for:
* a topic that with the "is_welcome_topic" custom field
* a topic with the correct slug for the current default locale
* a topic with the correct slug for the English locale
* the oldest globally pinned topic
It gives up if it didn't find any of the above.
